income, the articles nr objects ;harsred with '

liable lo pay any license.
Every person who shall fail to make such
return by Ihe day tpecified will be liable lo
be assessed by trie Assessor according to the
best information which he can obtain: and
in such case the Assessor is required to add j
fifty per centum to the amount of the items

Every person who shall deliver to an
