Freedom, national ; Slavery, sectional ! Spring Election (o day,Friday,March 15 The Tasks before Them. The President, and most or all of the Members of the new Cabinet, have entered upon the duties of their De partments, and begin to realize the actual dangers and difficulties of the country. They find matters much worse than they even feared much worse than the country generally is aware of. A merchant whose stock of poods is exhausted, whose clerks have pecu lated upon him, whose assets arc worthless, wlios3 accounts are derang ed, who is deeply in dubt, and whose I . , i- . creuu ana siaiwing are everyway un paired is a fit representative of our Government, passing from the hand of Buchanan to Lincoln. Or it may be likened to a Farm whose fences are down, stock starved and unruly, implements broken and lost, soil ex hausted and covered with pernicious weeds, and going to ruin generally. Such is our condition as a Nation and the best Merchant, or the best Farmer, can no more restore their credit and prosperity in a day, than our Administration can undo past evils and put the Nation again upon the track in one year. The President and Cabinet find the Departments and Offices demoralized by the presence of Secessionists o. the worst tort men acting merely as spies to betrav the Government into the bauds of its enemies; Many of these are secret and so much the worse for that. They must be ex pelled for there can be nothing done in safety in the knowledge of these Jesuitical emissaries, who cheat the very hand that feeds them, and rob the Treasury as in the case of the In dian Trust Bonds. The disease of Disunion has so deeply infected the Capital, that an honest, patriotic Uni onist hardly knows who to trust there, in or out of office. The Army and Navy arc found as Floyd, Cobb &, Co. tauntingly boast scattered over the World, so as to be as much as possible out of the way when needed to protect their home against the nefarious plots of the Disunionists. Gen. .Scott had to withdraw soldiers from distant posts, and endanger other points, to get men enough at Washington to save the Federal Capital from the schemes laid to take it. These designs, he, by his energy and foresight, thwarted, and thus averted civil war for the Freemen would not be robbed of their Capital by the modern .Buccaneers. Two-thirds of the officers of Army and Navy are Southerners many of them honorable men, but others as false and treacherous as Satan him self. How many more will yet per vert their powers against the country that gave them honor and fed them generously until now, none can tell. The Treasury is deficient, in view of the demands upon it aud the with holding of its dues in cash received and customs accruing from the South. By the time the Books arc settled up, and facts known, it will probably ap pear, that One Hundred Millions of Dollars of indebtedness are to be pro vided for, (whereas, Buchanan came in Willi an oveillowing Ireasurv.) Happily, it is believed the new Tariff will not be long in show-in?, practi cally, the benefits all parties hope from it. One of the most mortifying facts and one to which the Cabinet have first directed their attention is, the wants of Major Auder.-on at Fort Sumter. His prompt and patriotic O. M. WOBDE1 J. E. checkmating of the schemes of the . was appointed to "n-goliatc between Disunionists of Charleston, has drawn Jeff Davis' government and the Uni the eves end hearts of all natriots to-! ted States, bus not conic on, and it is wards him, and he has done much to ' cool the Secession fever. Buchanan's j Administration continually publi.-hed that he "needed no assistance," and ' thus lulled the public lllilld into U ' false security, while the Carolinians Lave been hedging Lim up in every way, and cutting off all Lope.s or es cape or long continued successful re SlslailCC. 1 lie fculile cfloi't ol the Slar Ot lllC est 10 all linn waiS not renewed, and the eneuiv Lave etnulov- cd every day in cneiosing him in their net. It liow leaks outfiom Washing- ton. that Anderson does need fuel. piuvisious aud uieu and that, in all human jirobabilily, he can not hold his post for many days longer. The nunety of Gen. Scott, and of the Ad ministration, in the case, exceeds that of any other fulject before them. It is not supposed that any woodeu ships (we have none iron-cased; can run tho gauntlet of half a dozen bat teries to reach Sumter from the Ocean. A land attack would require 10,0(10 men, with the best materials. The whole U. S. Army could not supply that want, aud the Government lias no authority to raise a force in such an enicrgcucy. "What shall be done ?'' is tho anxious inquiry. Secretary Holt justly says aud the candid world will agree with him that the present Administration is iu no re Fpect responsible for the way in which they find matters : but Anderson must . aiaea, or given up. The true Luiou men in tlie south sav that the isfiuA nf . lilniltf rn.itnfit vni.1.1 I . !., i mstrous to their eflorts to turn out the whole Secessiou crew at home the coming season, and beg that it mar be abandoued (even as Gen. Lincoln abandoned CUarieatoo daring the Revolution.) The matter of course will be well considered and should Gen. Scott and tho President and Cabinet agree upon tiio necessity of such an unpleasant course, the country will acquit them of the blame, and lay it upon those who refused to reinforce the Fort w hen it needed it and conld have been saved. Mr Under the lead of John Sher man, in the House, the business of Congress was better finished, this year, than ever before. The Pacific Kailroad and Home stead Bills failed for want of agree ment. The Territorial Governments of Daeotah, Nevada, and Colorado were established. Nothing could be agreed on respecting slavery, of course, and so they have no provision on the sub ject but the choice of r rccsoil liov- ernors, Judges, &c, will be pretty sure to secure them to Freedom. Mr. Buchanan, with characteristic uncertainty, after strong persuasions of Pennsylvanians, signed the Tariff Bill, which is now the law and causes great rejoicings. It goes into opera tion 1st April next. It has inspired much hope anil confidence, and capi talists and business men will now be :rin to plan enterprises for the future. The Tariff of '40 was some years in showing its evils that of 1SG1 will show its Musings sooner. In the U. S. Senate, on the question of confirming the nomination of Mr. Bi.aiii. Senators Mason, Bragg, Cling nian. Wiglall and" Mitchell (from the South) assailed it on the ground that SO SolTIIKIt.V MAX SHol'LO UOI.D OF FICE INDKK Mit. Lincoln'. Messrs. Breckinridge and Polk said that Mr. Biair was eminently qualified, by fit ness and integrity, and political rea sons should not deter them from vo ting for him. (Southerners would lynch Lincoln Klectois in some States, and then complain that he has no votes there ! They vote against Southerners in the Cabinet, and then complain that there arc not more of them there I) Mr. Crittenden, in his farewell speech in Senate, said the North would do justly with the Border States, and Kentucky would be the last to leave the Union. He abandoned his own Resolutionsof Compromise thinking those of the Peace Conference better and would agree to anything for harmony and re union. The absence of twelve Southern members of the Senate gives that body to the Republicans, w ho have organi zed the Committees to suit themselves, (having a majority on each) and will make some changes of Officers. A motion is before them to expel Wig fall of Texas, who boasts that he is a foreigner, defies the Union, and yet draws his pay and inflicts his maud lin pot-house speeches upon the hon orable Senators ! The Slaveholders' Congress at Montgomery have ranged rates of postage about CUtoTOpercent. higher than in the Free Slates. They also order taxes or tariffs on all goods from abroad or from the Free Slates, and also on cotton exported I "Sings is working." One Anti-Secession meeting has been held in Mississippi. This may be the beginning of the re-action prac tically, as they called another meet ing. The taxes are most bitterly complained of. The Massachusetts Legislature, hav ing examiucd their Personal Liberty Bill with a compromising telescope of forty-thief power, discovered a technical flaw which they removed . .. - .! .. willioul impairing me siremrtu 01 me Iaw to prevent kidnapping. It is supposed Twiggs will now give back to Uncle Sam all the property of his agent which he betrayed into the hands of enemies, aud the Union is saved again J The Floatirg Battery at Charles ton is a failure.
