Russian women and a girl, 14 years
old, who after fleeing from the Bol
sheviki arrived here on the liner

tained at Rllis Island despite the

HER BOY'S DEATH
Police Arrest Mrs. Blake After
Son's Body Is Washed
Ashore
Atlantic City, X: J., Dec. 15.
After the body of James M. Kluke,
Jr., six year old sou of a wealthy
Philudelphiu insurance broker, who
was declared by his mother to have
been kidnaped last Friday night,
was washed ashore at Ventnor yes
terday. Mis. Blake was placed un
der arrest.
Mrs. Blake, who on Friday night
crawled to the home of Benjamin
Fox in Ventnor and told a sensa
tional 'story of being attacked by
two negroes who after beating her,
robbed her of a handbag and then
fled with her child, is charged with
the murder of the boy. She was
removed from the home of Mrs. A.
<l. Miller, in Ventnor, to the Atlantic
Pity Hospital where site is guarded
by a uniformed policeman. She is
said to be suffering from a ner\ous
collapse and probably will be taken
to the county jail within a few
days.
The boy's body was found less
than five blocks from the pier in
Ventnor where Mrs. Blake's hand
bag wits recovered yesterday and
about the same distance from the
scene of the alleged kidnapping.
It was seen floating on the water by
Samuel Blair, of Margate City, who
was walking up the boardwalk.
After dragging the body to the
beach J-yair notified the authorities

Newsprint Unless Rules

Ottawa, Ont., Dec. 15. —An order in
Council has been passed by the gov
eimiicnt giving power to R. H.Pringle
controller of newsprint, to prohibit
the export of paper by any company
which refuses to comply with is reg
ulations. The order is the result of
the initiatiori by a number of paper
companies that they would decline to
be guided by the newsprint control
ler's price-fixing anqd distributing
orders.
It is said that a number of large
Canadian daily newspapers would
probably have had to cease publica
tion if the paper controller had not
been given Ibis power because of the
heavy demand . for newsprint from
American publishers.

The Penn Public Service Corporation owns and operates an electric light and power system serving over
fifty communities in Cambria, Somerset, Indiana. Clearfield, Centre and Westmoreland Counties in western ..
Pennsylvania. It also does some incidental artificial gas and steam heating business, and through a subsid
iary renders natural gas serv ice in Johnstown and its suburbs. The territory served by the Penn Public
Service Corporation has an aggregate population estimated to exceed 300,000, the principal cities being Johns
town, Somerset, Clearfield, Indiana. Philipsburg and Blairsvillc.
Franchises of the Penn Public Service Corporation are in the opinion of Counsel, unlimited in time with a few
minor exceptions.

It is estimated that there is now available sufficient additional electric business in the territory to permit the
Company to more than double its present load as soon as the increased power facilities requisite therefoi
are provided.
The First and Refunding Bonds will be secured, in the opinion of counsel, by a first mortgage upon all the
property in Cambria and Somerset Counties formerly owned by tlie Penn Electric Service Company together
with the Company's large new office building in Johnstown, and upon the balance of the property by a direct
mortgage subject to $3,612,000 underlying divisional bonds jcioscd mortgages). These bonds will be further
secured by the deposit with the Trustee of $1,535,000 additional of said underlying divisional bonds.
The replacement value, as determined by independent engineers, based on pre-war prices, of the present
physical property of the Company is substantially in excess of the amount of First and Refunding Mortgage
Bonds for which it may be made the basis of issue, and of all underlying divisional bonds outstanding with
the public.
The Company operates under the supervision of the Public Service Commission of the Commonwealth of
Pennsylvania.

details of the transaction. It is anticipated that temporary bonds will beavailabie for deliver; on ot about December 29, 1919.
