AWAITS FALL
OF PETROGRAD
Captain John C. Miller Will
Head American Relief
in the City
Helsinsfors. Dec. 2. —If it be
comes possible for the United
States to begin to feed the people
of Petrograd this winter, Captain
John C. Miller, of the United States
Army Medical Corps, expects to be
the man on the job. He is the rep
resentative at Peval of the Amer
ican Relief Administration and for
some time has been in charge of
the children's relief work now be
ing conducted in Finland and the
Baltic regions.
When General Yudenitch's army
seemed about to capture the be
sieged city, Captain Miller had
planned to proceed to Petrograd
as soon as the city fell and to re
ceive there the food to be shipped in
from "Viborg and Reval and arrange
for its immediate distribution.
Lieutenant I. W. Wahren, of
Boston, who also was engaged in
the work of feeding 90,000 young
Finnish beneficiaries of the Amer
ican Mission also was ready to go
to Petrograd. He planned to go by
motor from Viborg which is nearly
69 miles distant.
Relief .Supplies Ready.
American relief supplies were
loaded on barges ready to start for;
the Russian port. Movement of,
these supplies by water to Petro
grad might prove a hazardous un- j
dertaking owing to the large number,
of mines still in the gulf, partic
ularly in the narrow neck-like ap- 1
proach to Petrograd. Beyond
Bjorko, where a large fleet of Brit- (
lsh warships is protected from sub
marines and drifting mines by a net,j
the channel is believed to be full of
explosives, Russian and Esthonian, i
supplemented by those the Bolslie
viki have placed.
The Finns have swept their own
coast of mines, but their trawlers i
were unable to clear the deep wa-.
lers. A number of vessels have
been sunk, with considerable loss
of life. Near Viborg twenty persons
were killed recently. One mine
wV.ich was washed up on Kipper
Rook. near Viborg, completely
wrecked the lighthouse there.
Finnish seafaring men tell a
strange tale of the Russian mines
which, they say, difTer from all oth
ers in that, as soon as one is cut |
another rises to take its place, and
still another after the second is re
moved. It is believed that only a
few of these Russian mines have
been destroyed and that probably not
even the Bolsheviki themselves have
discovered the secret of their loca
tion.
Policemen, Seeking
Increase in Wages, Show
Expenses of Families
Pittsburgh. Dec. 2. —Urging support
of their appeal for a 15 per cent ad
vance in salaries. Pittsburgh police
men have issued a pamphlet contain
ing data concerning pay rates and
food costs here and in other cities.
The policemen, through a committee
composed of Thomas J. Cavanaugh, P.
K. Dixon. William A. Bailey, John B.
Fogarty and C. C. Crummer. ask the
tax payers to approve their request
for seven cents an hour increase in
pay, an increase in the budget millage
of a little more than one-fourth of a
mill.
Present salaries of patrolmen are:
First year, $1,410 second year. $1,470;
third year, $1,560. They ask $1,600
for the first year men, $1,700 for sec
ond year and SI,BOO for third year
men. police telephone operators to re
ceive the same pay as third year men.
Besides figures showing wages paid
policemen in other cities, the pam
phlet purports to show a police fam
ily budget for parents and two chil
dren. A menu for the family of four
is shown as follows:
Breakfast—Oatmeal. 15 cents; milk,
16; sugar, 4: pancaskes, 15; coffee, 8;
syrup. 8 cents.
Dinner—Bread, 15 cents; can toma
toes, 25c; sugar, 4; milk, 8; butter,
25: coffee, 6.
Supper—Meat, 75 cents; potatoes,
30; sugar 4; milk, 8: bread, 15: but
ter, 25; catsup, 6; coffee, 6. Total for
three meals, $3.16. Wages for one
day, $4.35.
Necessities and prices for a year
are set forth as follows:
Rent, 0204; coal, SB7; water, $9;
light, $18; uniform and extra trous
ers, SSO; civilian suit, $35; hat, $3.50;
four shirts, $6; six pairs stockings,
$3, neckties, $2; men's underwear, $5;
clothing for wife, $75; clothing for
children, SSO: six pairs shoes, $36;
shoes for man. two pairs, sl2; one
pair overshoes, $1; shoes for wife,
two pairs, sls; rubbers for wife, one
pair, $1; gloves, $5; dues, $22.20; 12
haircuts. $7.20; dues to fraternal or
ders, S2O; payment on SI,OOO insur
ance. S4B; furniture, etc., $75: extras
for Christmas, sls; newspapers for
year, sls: doctor and medicine, $35;
summer recreation, $lO.
Sends Plate Service
to London to Dine
President Poincare
Tjondon, Dec. 2.—The wonderful
service of plate and china belong
ing to the Republic of France was
brought to London secretly and un
der heavy guard for use at the din
ner which President Poincare gave
while visiting Rngland. There were
eighty three heavy packages and
it required seven vans to trans
port them from the railway station
to the Embassy.
The collection comprised historic
gold and silver plate, and priceless
Sevres china lined with solid gold
leaf, the whole surpassing in value
the ransom of a king.
Throughout the journey from
Paris the packages were under the
eyes of detectives and rallwaymen.
Every precaution was taken again
Every precaution was taken
against robbery and damage. The
packages were taken from the sta
tion here after midnight and the
vans proceeded through the com
paratively deserted streets closely
guarded.
Less Drunkenness Is
Reported in England
London, Dec. 2.—England's army
of drunkards is disappearing. About
fifteen years ago 70,000 persons
wero annually committed to prison
for drunkenness and the average
for a few years before tlie war was
about 60,000. The Commissioners
of Prisons in their annual report
say that the numbers committed to
prison last year were 671 males and
990 females.
Reports from all the prisons tes
tify to the beneficient effects of re
striction on the sale of intoxicating
liquors.
