Sixteen Homicide Applications Filed Sixteen applications in which hom icide of varying degrees is the crime for which sentence was imposed have been tiled with the State Board of Pardons for hearing at the November meeting. This is the largest list of homicide eases known in many months. In all there are 43 applica tions listed. Three are applications for commutation of death sentence, two for pardon after commutation, eight second degree and three man slaughter. The j measure was not submitted to the I President and the constitutional i limitation for his disapproval of legislation expired at midnight. The measure adds about $40,000,000 to the postal payroll, and the employes will receive the back pay in time for Christmas purchases. The salary increases apply to clerks and carriers, third class post masters, inspectors, special clerks, watchmen, messengers, railway mail clerks on the following scale: Those receiving between SI,OOO and less than $1,200, are to be in creased $2 00 a year; between $1,200 and $1,600 to be increased $160; $1,600 to $2,000, $125; $2,000 to $2,- 500, SIOO.
