WILSON ALONE CAN LIFT BOOZE BAN TILL 1920 i"Dry" Enforcement Passed by I • "Senate "Without Dissent; Ends Bitter Fight Washington, I>. I If there is another lapse into the : wet days between the enforcement of | the war-time prohibition act and the | time when the Constituional amend- ; ment becomes effective January 16, it , will depend largely upon President Wilson. Under the bill as passed by the j Senate, which is described as a lib- | eraltzation of the Volstead bill pass- ' ed by the House, enforcement of the • prohibition laws is vested equally between the Commissioner of Inter ! nal Revenue, the Attorney General land the District Attorneys. Storage batteries for automobiles must be lim ited as to size nnd weight, nnd in an aircraft these limitations are still greater. Reliability was a matter of life nnd death and in addition to these handienps, a storage battery for air craft use must not spill its acid con tents when upside down. This was one of the many war problems which it seemed impossible to solve, but within the time limit set. a Willard battery was designed, a model made, tested and accepted which met every requirement. Nothing could be said at the time this feat was accomplished but among those on the inside who knew it was regarded as another step towards our ultimate victory over the Teutons." "The Willard factory also made bat teries for gun firing, for radio work. | for the Signal Corps, for the Aldas i lamp, a hand signalling device Invent •ed by the English. A very interesting j type was made for the use on tanks and the Tank Corps, with their slogan I 'Treat 'Em Rough,' made no exception |in their use of batteries. This tank ; battery was really two separate units. | one for starting and the other and I smaller one. for ignition." "Our factory received orders from Uncle Sam for over 14G.000 batteries |of different types," said Mr. Miller, j "which were all equipped with thread [ ed rubber insulation, an exclusive Wil- I lard feature. The advantage of | threaded rubber as an insulation in j storage batteries lay in the fact that a battery could be kept in continous j service for a longer period. Many | car owners In Harrlsburg who were un able to secure threaded rubber Willard batteries promptly last year, will now | understand the reason." Internationalism Is Peril to Whole World, Lansing Says in Speech | Ronton. Mass.. Sept. Secretary Lansing urged strongly the establishment of an international I court as modeled by The Hague con vention. and founded on the principle of strict legal justice for the settle | ment of disputes between States, and ' the codification of international law ; into an exact system. He paid tribute !to The Hague convention of 190", | whose work, although imperfect and | hampered by "the evil purposes which I the powers of Central Europe had so j long secretly cherished." he said, still i stands as an instrument for the j maintenance of the law of nations.
