Out of Bugaria come half-starved
; Greek, Serbian. Albanian. Monte
negrin and Bosnian soldiers and
civilians held in bondage there dur
ing the war. All of them aro in
rags. Their bones show through
their flapping garments. None have
had medical care nor seen soap in
years. As a result they aro "alive"
with vermin, and carry with them
the germs of typhus.
Sanitary officers of the American
army and the Red Cross bar the
route of those north-south streams
of humanity and herd them into the
"delousing" stations where they are
bathed in lysol and barbered while
their garments are steamed in dis
infectant.
Despite the fact that tn 1915 be
tween 30 and 40 per cent, of the
population of Serbia had typhus and
at least 75.000 died of it, the aver
age Serb to-day apparently would
rather have the disease than take
a bath in lysol. In their minds dis
ease is the will of God and any
connection between typhus and tho
louse is an American superstition.

of the Market Street Baptist Church,
held its annual picnic at the home
of Mrs. A. F. Hoffsonimer on Wed
nesday. The picnic spirit prevailed
and the outing was enjoyed by a
goodly number. Refreshments were

rated following his elevation as department commander of the Grand
Army in Pennsylvania. Commander Rhoades received the heartiest
congratulations of his many friend s. For years he has been one of

was not known what action King j
Victor Emanuel would take on the
resignation last night, of the Italian
cabinet following an adverse votej,
against it in the Chamber of Depu- j
ties. It was announced that the kingj
had reserved decision as to its ac-j
ceptance.
The Chamber of Deputies had, by j
a vote of 259 to 78, rejected Premier!
Orlando's motion tn favor of discus- !
sing the question of confidence which j
related to the foreign policy of the j
government, In secret session.
Prior to the vo-te Premier Orlando >
in addressing the chamber, said:
"Italy's peace with Germany and j
Austria has been solved In a manner;
with which, on the whole, I feel Bat-j
Isfled."
Wanted Secret Sessions
Insisting on the necessity of a sec- |
ret session, the premier declared j
the government needed greater con
fidence and would treat his motion!
for a secret session as a question of i
confidence.
The Socialists immediately oppos-I
ed this.
Signor Orlando in his address said j
Italy's position had been consider- j
ably aggravated by international
events during the second fortnight j
of April. He referred to President |
Wilson's message regarding the;
Adriatic question.
States Policy
The Italian delegation at the;
Peace Conference, the premier add-'
ed. had followed this policy:
"First. Maintain with firmness alii
the essential points of the Italian!
claims, withotit which Italy is con
vinced peace will he neither just nor I
adequate to the immense sacrifices;
suffered.
"Second. Remain faithful in your!
duties toward the Allies.
"Third. Avoid any blind form of
obstinate intransigeance. Indeed, j
facilitate conciliatory suggestions
capable of producing accord in the |
conference over the problems on-j
cerning Italian frontiers."
Signor Orlando urged parliament,
to separate, the discussion of foreign!
affairs from the internal policy of thoj
country, the latter being virtually!
absorbed in the grave question of the i
high cost of living. Past history j
showed, he said, that internal per- i
turbations were transitory and that)
equilibrium soon would be gained. \
Helps For Consumers
The government, the premier con-j
tinued, was determined to strengthen
the defense of consumers against!
the cupidity of speculation, which j
had assumed almost the form ofj
folly. The government intended to 1
suppress to the utmost possible the!
machinations of the middleman and;
aid in bringing about co-operation!
among consumers. Having complete;
control of bread, rice, cereals, sugar
and petroleum, he added, the gov-:
ernment would sell them at low
fixed prices. Next would be import-!
Ed, he said, and distributed at the
cost price, without profit and without
tax.
The statement of the premier was
delivered before a packed house.!
The diplomatic tribune was crowd
ed. Among those present were Thorn-j
as Nelson Page, the American am- 1
bassador.
In summing up the situation,!
Signor Orlando said:
"The deepest unrest throughout
the world leads to pessimism such
as was never experienced during the
war. Immediately after the armi
stice was signed the peoples in
general, Italy in particular, never
went through such dark days as now.
This Is the most acute phase of the ;
immense crisis, arising from the,
war. Nevertheless, I am not discour- i
nged, believing as I do, that the sit-'
uation gradually will ameliorate."

Plumbers Urge Wilson

passed a resolution urging President

Conference for the three delegates
of the Irish republic.
The resolution also expressed the

granted the right of self-determina
tion.

6,000 Students Arrested 1

the Chinese and Japanese military
authorities.

$20,000,000 for this season's crop, ac
cording to statements made here by
cottonseed oil brokers, who have com- ;
pleted surveys of the Imperial valley
and Paso Verde districts.
The crop Is expected to yield about\
125,000 bales of lint cotton with a mar- ]
licet value of more than $15,000,000. In'
I addition the yield of cottonseed is ex- I
I pected to be about 62,500 tons, with a ,
! value of more than $4,000,000.
Oil pressed from this season's run of ■
cottonseed will total approximately j
15,000,000 pounds and will be utilized |
in substitutes for lard and butter, as j
well as in salad oils. These will find j
markets on the Pacific const, chiefly j
in California.
The profit on these products has not j
been estimated as yet, nor has that |
on the 33,000 tons of cottonseed cake I
j and meal expected to result from the I
1 ccming crop. The cake and meal will \
|he sold to stock interests in Call- |
Ifornia, Nevada, Arizona and New
Mexico.

Wilson Gets Degree
in the Ruins of the

Brussels, Juno 20.—1n the ruins j
of tho library of Louvatn, destroyed
by the Germans in 1914, the degree
of doctor of laws was conferred yes
terday on President Wilson by the
University of Louv&in.
The President made three speeches
and an extended tour of the battle
ffekls, and attended a luncheon and
a formal dinner by the King. In the
Chamber of Deputies he brought
them to the realization that America
was not dealing with the past; that
now is the time for credits, and it
is proposed to extend them.
He said he had in mind to sug
gest to Congress to elevate the lega
tion at Brussels to an embassy and
the post of minister to ambassador.
The appearance of President Wil
son before the chamber was the
most important feature of the day's
program.
