Dlehl was directed In a resolution passed by Council to-day to prepare plans and specifications for the lighting system to be placed on the new mem orial soldiers' and sailors' bridge at Stato street. The plans are to be in cluded in those now being pro pared for the State so that they can be furnished to bidders together with all the other specifications. The commissioners passed finally an ordinance placing arc lights in various parts of the city, but delayed further action on the ordinance placing lights in the Fourteenth ward, until the new system proposed by Mr. Dlehl has been studied. It is •likely the councilmen will go to York to see a similar system in serv ice there. The ordinance permitting construction of houses with brick veneer finish outside the lire zone was held over for a week pending a report from Building Inspector James H. Grove. The measure au thorizing the paving of York street, from Seventeenth to Eighteenth, pnssed finally. Commissioner W. H. Lynch intro duced an ordinance authorizing the opening and grading of Sixteenth street, from Herr to Calder streets. Bids for furnishing 405 water meters of various sizes were presented by Commissioner S. F. Hassler, who requested that the contract should bo awarded to the Gamon Meter Company, at its bid of $3,930, the lowest received. Motion Picture Censor Limits Argued in Court The question of how far the State Board of Motion Picture Censors may go in exercise of its discretion in declining to license a film was argued to-day before the Supreme Court in the appeal of the State from the decision of Philadelphia Common Pleas Court No. 2. Attor ney General Schaffer argued the case for the State. The court also heard the Watson appeal in the State Highway viewer case from Allegheny county and the Superior Court. No decisions were handed down. The court will probably sit until late to-day. Tonight the judges will be guests of Highway Commissioner Sadler at his country home near Carlisle. WILLIAM H. LAYTOX, SR., DIES William H. Layton, Sr., aged 7 5 years, died this morning at his homo, 427 Falrvlew avenue, West Fuir view. Funeral services will bo held Friday afternoon at 2 o'clock and burial will bo made in the Enola cemetery. He was a retired track foreman for tho Pennsylvania Railroad Com pany and was widely known in this section. The exercises will be held in Frey's Hall. The chief speaker has not as yet been selected. Every student being graduated will take part in he pro gram. Because of the large number ol candidates, however. It has been found to be advisable to get as much of the early degree work completed as early as possible. Armstrong, of Pitts burgh. Legislative Representative of the Pennsylvania Association Op posed to Woman Suffrage, when asked her opinion of the passage of the bill providing for another refer endum to the people of the State on the question of woman suffrage : said: "We know there is no increased demand, but rather increased oppo sition to woman suffrage in the State and. therefore, opposed the passage of this bill in the House. We have done nothing in the matter i and are not opposing its passage In the Senate, concentrating all our ef i forts on Congress to defeat an amendment to the Federal Constitu tion which would deprive the State • of its right to decide its own electo rate." The proposed woman suffrage , amendment to the state Constitution was reported out of committee in tlie Senate this morning. The reso lution passed the House several days ago. and will now be taken up by the higher body. In order to become a part of the Constitution? the amendment (must pass two legislatures, the present session, and the one scheduled for two years hence.
