Higher Education
Is to Be Extended
Throughout Japan
Toklo. Feb. 27.—The Ministry of
Education has prepared a plan for the
extension of higher education to cover
the next six years and to cost about
822,000,000. Part of this expense has
been provided by a gift of $3,000,000
from the Emperor.
It is intended to establish 33 new
and high technical schools and to raise
all the higher schools to the grado of
colleges. This would provide for the
teaching of thousands of students who
cannot now' bo accepted by the govern
ment colleges, several of which now
liave desk rooms for only 15 per cent
of Uie students applying for admission.
Surplus Material of
Americans May Be
Sold to Europeans

Paris, Feb. 27. — All superfluous
material of the American Expedi
tionary Forces, now stored in vast
warehouses throughout France, will
be bargained off to -Europeans, pro
vided it is found cheaper to dis
pose of here than to transport it to
tho United States. This announce
ment was made by the United States
Liquidation Commission, which be
gan conferences to determine what
disposition should be made of the
equipment of the expeditionary
forces. I

Cumberland Valley Road

ment is made by the Pennsylvania
Railroad Company tl'at in connec
tion with the steps which are being
taken toward the absorption of the
Cumberland Valley Railroad by the
Pennsylvania system, through ac
quisition of its property and fran
chises, Cofonel Moorhead C. Ken
nedy, president of tho Cumberland
Valley Railroad Company, has been
appointed an officer of the Pennsyl
vania Railroad Company with the
title of resident vice-president of the
Cumberland Valley district. His of
fices will be at Chambersburg, Pa.
The appointment will take effect
as soon as the acquisition of the
Cumberland Valley Railroad has
been effected, which will probably
be in April.
Plan to Return
Disabled Soldiers to
Civilian Payrolls
New York, Feb. 27.—Officials of gov
ernmental agencies of seven nations
and dominions will meet here from
March 18 to 22 for the rehabilitation
of disabled men. civilians as well as
soldiers, and put them back on the
payroll. The conference will be held
under the auspices of the P.ed Cross In
stitute for Crippled and Disabled men.
The authorities to be represented are
the British Minister of Pensions, the
French National Institute for War
Cripples, the Belgian Military Institute
for Crippled Soldiers, the Italian Minis
try of Pensions, the Canadian Invalided
Soldiers Commission, the Australian De
partment of Repatriation, and the Bu
reau of Re-edueatlon and Reconstruction
of the American Red Cross in France.
Individual organizations of other coun
tries also will be represented.

Lieut. Governors and
32 Mayors Accept
Washington, Feb. 27. —Governors
of fifteen states, Lieutenant-Gov
ernors of two others, and Mayors of
thirty-two cities thus far have ac
cepted the invitations of Secretary
of Labor Wilson to attend the
White House conference beginning
next Monday for discussion of busi
ness and labor problems growing

The meetings, which will continue
three days, will be hfld in the Fast
room of the White House. This will
be the first time since President
Roosevelt's administration that the
famous room has been used for a
public gathering. .
Episcopal Synod Endorses
the League of Nations

Baltimore, Feb. 27. —The Protes
tant Episcopal synod of the province
of Washington went on record yes
terday without a dissenting vote as
indorsing the proposed league of
nations and also the proclaiming
from Jerusalem the peace to be ar
ranged and tbe calling it "the peace
of Jerusalem."
The action followed an address by
the Rt. Rev. Alejjp.nder Rodospol,
acting archbishop of the Greek
church in America, who was pre
sented by Bishop J. 11. Darlington,
of Harrisburg.
A resolution was also adopted urg
ing the restoration of the church of
St. Sophia at Constantinople to its
primitive use for Orthodox Chris
tian worship.
No Plebiscite Needed
in Alsace-Loraine
Paris, Feb. 27. —The City Council
of Colmar, Alsace, has adopted a
resolution declaring that there is no
need for a plebiscite in Alsace-Lor
raine because the residents of those
districts "were French once, are
French now and intend to remain
French forever." The Council also
adopted a resolution of sympathy
for Premier Clemenceau, expressing
gratitude at his escape.
The decided to change the
names of several streets and ave
nues in Colmar and to name them
after prominent men, such as Presi
dent Wilson, Premier Clemenceau,
President Poincare, Marshal Joffre
and Cardinal Mercier.
Oppose Repeal of
Daylight Saving Act
Washington, Feb. 27. —Prediction
of labor leaders that a national day
light saving law making all work
ing hours daylight hours would re
duce the number of industrial acci
dents was borne out in the past year,
said Frank Morrison, secretary of
the American Federation of Labor,
in a statement urging that the law
be not repealed. Provision for re
peal of tlie act has been attached by
the Senate agriculture committee as
a rider to the annual agricultural
appropriation bill.
Hog Policy Depends
Upon Embargo Question
Washington, Feb. 27.—Decision as
to the continuance of the food ad
ministration's minimum hog prico
policy after midnight Friday will not
l>e made until President Wilson has
determined the question of em
bargoes afTecting neutrals and other
countries.
This became known after food ad
ministration officials had conferred
with the War Trade Board and later
with President Wilson at tho White
House during the meeting of the
"war cabinet."

Paris. Feb. 27.—Premier Ciemen
ceau left his residence yesterday
afternoon for the first time since lie
was shot last Wednesday. The Pre
mier's face, which showed signs of
the fever he had been through, bore
a pleased smile as h# acknowledged
the greetings.
NEW POSTMASTERS NAMED
Washington, Feb. 27. —Nomina-
tions of postmasters were sent to
the Senate yesterday by President
Wilson, most of them being renom
inations. New pastmasters included
