Hall yesterday, made an appeal for

The Premier pointed out that lie

largely depend on how they voted.
"The coming peace must make war
difficult, if not impossible," suid the
Premier. "Those who made the war
must p'ay the penalty. The higher
they are the more reason why they
should be punished. The German peo
ple must also be made to pay the pen
alty. if it is an easy peace it will not
be a just peace."
The Premier said tie was a believer I
in a League of Nations; while lie |
could not say it would prevent war. [
