OF TERROR IS
SHAKING RUSSIA
Lives of Allied Nationals Are
in Greatest Peril; Russians'
Condition Is Much Worse ,
Washington, Sept. 18. A real
reign of terror has been instituted in
Bolshevik Russia by the Soviet gov
ernment, according to a telegram te
ceived by the State Depcrtment yes
terday through a neutral country.
Rives of allied nationals are tn the
greatest peril. The condition of the
Russians themselves is Indescribably
worse. Some* concern is felt here for
the safety of Acting Consul General
Poole, at Moscow, who is "detained"
by the Bolsheviki. The State Depart
ment did not disclose whether Mr.
Poole actually is under arrest.
The dispatch stated that while the
situation of the allied citizens is dan
gerous, that of the Russions them
selves is tragic In the extreme. All
newspapers except those published by
the Bolsheviki have been suppressed
in Bolshevik Russia since July 1. For
this reason, the advices state, the out
side world can have no true concep
tion of the situation in Russia.
There has been created a new Insti
tution of execution called the Ex
traordinary Commission Against
Counter-Revolutionists. This commis
sion has carried on since last May a
campaign of terror, and through its
instrumentality thousands of persons
have been shot to death without any
semblance of a trial in the ordinary
sense of that word, large numbers of
them innocent of counter-revolution
ary activities.
The telegram states that the assas
sination of Commlssaire Uritsky, at
Petrograd, and the later attempted
assassination of Premier Lenine were
caused by the regime of tyranny under
Bolshevism. These Socialists, who are
fighting the Bolsheviki were said to
be employing the same methods as
those used against Czarism.
