IN THE PLATFORM
Dry Federation Gets Started
Again on the Campaign
For the Amendment
A determined effort will be made
by the combined dry forces of the
state to induce the Republican and
Democratic parties to Include planks
in their platforms favoring the rati
rication of the national prohibition
amendment, it was announced yes
terday by Dr. John Harris,
.state superintendent of the Dry Fed
eration of Pennsylvania.
In connection with this announce
ment Dr. Harris stated that the
"drys" captured the house in the
recent primary election and have
more than a fighting chance to have
the national amendment ratified by
the Senate. This, he said, taken
with the fact that the Republican
nominee for governor. Senator W. C.
Sproul and the Democratic nomipee
for lieutenant governor, J. Wash
ington Logue, have declared in favor
of ratification, makes the adoption
of such planks by the two dominant
parties, the logical course to be pur
sued.
"The dry forces," said Dr. Harris
yesterday, "will be on hand at the
meetings of the Republican and
Democratic state committees to in
sist that planks pledging these par
ties to the ratification of the national
prohibition amendment be inserted
in their platforms. The result of the
recent primary election ' paves the
way toward such action, for the
House of Representatives beyond a
doubt has been captured by the dry
forces and there is more than a
fighting chance to get the required
L'G votes for ratification In the Sen
ate. This is the first time in the his
tory of the dry movement in Penn
sylvania that such a result has been
indicated by a primary election re
sult.
"A careful analysis of the nom
inees of the Republican and Demo
cratic parties for the lower house
ulainly shows that more than 104,
tbe required number, have been
nominated in districts where such
nominations are equivalent to elec
'ijon. With regard to senatorial
nominations the result is not quite
so certain. Taking the holdover
"dry" senators, those nominated who
are certain of election and those
nominated who have a good chance
of election, we are inclined to the
view that ratification will win in the
Senate. We propose to center our
strength behind all dry senatorial
candidates who have contests on and
who have a chance for election.
"With the nomination of a Repub
lican candidate for governor. Mr.
Sproul, and the nomination of a
Democratic candidate for lieutenant
governor, Mr. Logue. both of whom
are on record as favorable to ratifi
cation, together with the legislative
results, T have outlined, the situa
tion is indeed a most encouraging
one and we feel assured that at last
Pennsylvania is to be taken front the
wet column. It Is also important
in analyzing the trend in Pennsyl
vania toward the abolition of the
£ liquor traffic to note the fact that
™ sreat gains have been made in the
state delegation in Congress as a
result of the action of the people
the May primaries.
"A great many members of the
"wo state committees are In sym
pathy with the dr'- movement and
others are being won over almost
daily. We are hopeful that both
committees contain a majority fav
orable to the ratification of the na
tional amendment."
