day evening, at 6:10 o'clock.

nails, metals of any kind, or any other
thing that would cause trouble to the
public travel or litter the highways
on any highway In the City of Har
rlsburg, and prescribing a penalty for
the violation thereof.
Section 1. Be it ordained by the
Council of the City of Harrlsburg, and
It is hereby ordained by authority of
the aame, That the depositing of glass
nails, metals of any kind, or any other
thing that may cause trouble to the
public travel, or litter the highways
on any highway in the City of Harrls
burg. is hereby prohibited.
Section- 2. That any person violat
ing the provisions of this ordinance
shall, upon conviction thereof before
the Mayor or any alderman of the city
ho sentenced to pay a fine of not less
than five ($5.00) dollars, nor more
than twenty-five ($25.00) dollars, and
costs of prosecution, arfd default
thereof shall be Imprisoned In the Jail
of Dauphin County one day for each
dollar of the fine Imposed.
Section 3. That all ordinances, or
parts of ordinances In conflict with
this ordinance, be and the same are
hereby repealed.

which are available to them concern
ing the numerical strength of the
French and British armies on the *
western front, with a view of deter
mining how many men it will be
necessary for the United States to
raise in the next two years to bring
a crushing weight of manpower
against the German military ma
chine.
Since the beginning of the war
France has raised an army of 7,500,-
000 men, but at no time has she
been able to maintain more than 3,-
000,000 men at or near the front In
what is known as "the zone of the
armies."
Great Britain has raised between
6.000,000 and 7.500,000 men, but has
never been able to maintain more
than approximately 2,000,000 men in
the zone of the armies In France.

The question naturally arises then
as to how many men the United
States must call out In order to
maintain an army of 2,000,000 to 3 -
000,000 men in France. France, of
course, had to meet no serious trans
portation problems. The bulk of the
British army had before It a jour

British Channel before being landed
direct in its own army zone. The
United States, on the other hand, is
faced by the continuing problem of
transporting her men over 3,000 miles
of danger-strewn waters, with long
railway journeys at both ends of the
line.
There are some Army expert? who

have to call out between 7,000,000
and 10,000,000 men In the next two
years to maintain an Arm.v in France
at a fixed strength of 2,500,000
troops.
