An entertaining and timely pro
gram was arranged for Uie opening
to-day of the three-day convention of
the Pennsylvania Threshermen's and
Farmers' Protective Association which
convened in Chestnut Street Audi
torium, "Our Organization" was the
topic of President Crawford's speech.
J. B. Parker, editor of The American
Thresherman, then spoke; the Rev.
Ira M. Hart, state organizer of the
association, spoke on "Benefits and
Progress," and A. B. Hitchcock, of
the State Industrial Bureau, talked
on the subject of "Compensation In
surance."
The'work of organizing "for the
convention, including the appointment
of the standing committees, and the
resolutions committee, took up the
latter part of the afternoon.
Men prominent in public affairs of
the state are scheduled to speak at
to-night's session which will start
at 7.30 o'clock. Though Senator Wil
liam C. Sproul, of Delaware county,
has sent word that he has been com
pelled to cancel his engagement to
speak at the meeting, J. Denny O'Nell,
htate Highway Commissioner, will be
oji hand and discuss "Good Roads."
Word was received to-day that
Secretary of Agriculture Charles E.
Patton, will made an address to-night
on "The Pennsylvania Farmer."
There also will be speeches this even

bparran. master of the State Grange,
and a United States government food

the convention, will be devoted to
exhibits of farm machinery at the
local branch offices of the various
manufacturers.

Washington. Feb. 13.—Organized
labor's fight against Postmaster Gen
eral Burleson, which started when
the American Federation of Labor,
at Buffalo, denounced his refusal to
permit employes to organize, has
come before Congress. Presidents of
two national unions have appeared
before the House committee on ex
penditures in the post office, testify
ing that soldiers' Christmas mail
was delayed, destroyed and lost In
the New York mall terminals be
cause of the cheap, Inefficient heli>
"hired In a penny-pinching policy."
The presidents were G. E. Hyatt, ot
the Postal Employes' Union, and E.
J. Ryan, of the Railway Postal
Clerks' Union. It was claimed in
statements made before the commit
tee that civil service regulations were
disregarded, mall was delayed weeks
in transmission, and that thefts of
articles in the mail have been re
ported. It was alleged a former em
ploye of the committee on public in
formation will testify that important
documents were stolen from the
New York censorship office.
