Roosevelt Endorses Wartime Prohibition j Washington, Dec. 27. A letter I from Theodore Roosevelt favoring war-time prohibition not only for fighting men, but for citizens work ing on railroads and in mines, fac tories and shipyards, has been made public by Dr. Clarence True Wilson, of the National Temperance Board. Answering a letter from Doctor Wil son, Colonel Roosevelt wrote that ho had favored prohibiting the use of food grains at the outbreak of the war and added: "Neither the men in the Army nor the men engaged in doing vital work for the Ariny in connection with rail roads, factories, mines and shipyards should be allowed to waste strength and health in drink at this time. The same reasons that render It necessary to prohibit the sale of liquor to sol diers in uniform or within a given number of miles from a military camp ! and to stop its use on battleships ap- I ply to extending similar protection for all citizens engaged in the work of railroads, factories, mines and ship yards. Making of War Flour Begins; to Save Wheat Minneapolis, Minn., Dec. 277. Lo cal mills yesterday began grinding 'war flour" under the new govern | ment regulations designed to save 16,- 000,000 bushels of wheat in the pres ent crop year. Under these regula tions. which provide for the use of 74 per cent, of the wheat berry instead of only 50 per cent., two grades of flour will be eliminated and the out put will be listed a3 war flour of first and second grades. The change resulted in a sharp re duction in bran prices and a drop in the prices of other byproducts also is expected. Several milling companies wero compelled to suspend operation tem porarily because of lack of proper equipment for grinding the new flour. Members of the food administration milling division said that because of the large supply of flour now on the market it would be some time before war flour reached the consumer.
