in -place in the City Council at its
meeting held Tuesday Morning. No
vember 6. 1917, and is published as
directed by Article 5, Section 3, Clause
10, of the Act of Assembly approved
June 27, 1913:
AN ORDINANCE
To authorize the paving and curbing
of Bailey street from Twelfth street
westward!}- to property of the Mes
siah Rescue Home, and providing
for the payment of' the cost thereof.
SECTION 1. Be it ordained by the
Council of the City of Harrisburg,
and it is hereby ordained by authority
of the same. That Bailey street from
Twelfth street westwardly to the
property of the Messiah Rescue Home
be and the same is hereby authorized
to be paved with sheet asphalt, on a
concrete base, and curbed with
granite or granolithic curbing, the
cost and expense thereof to be assess
ed according to the foot front rule,
said cost not to exceed two dollars
per square yard for paving and one
dollar per linear foot for curbing.
SECTION 2. That all proceedings
and work Incident to the Improvement
herein authorized shall be taken and
done, and the cost and expense there
of shall be paid for, and the assess
ments levied on the abutting proper
ties shall be collected as provided by
Ordinance No. 19. Session of 1914-1915

needs of twenty-eight thousand men
with seven buildings, which are
painted green anil stand as houses of
refuge for many tempted men.
Two hundred and five thousand,
nine hundred attendances are report
ed for the month of October. Some
or these men came to attend lectures,
or educational classes. About thir
teen hundred men are in the French
classes, and two hundred and sixty
five foreigners are studying the Eng
lish language, these principally from
the new draft men. More than six
thousand books were used from the
libraries, which have been furnishes'
i y the llarrlsburg Library, the State
Library anil from other sources.
"A remaikable situation is found In
that there are more men participat
ing in physical activities than there
are spectators. The Association has
furnished games equipment for each

.unit. •
"The religious meetings during Oc
tober were attended by 180,000 men.
A thousand Testaments were given to
men after persmal interviews, and
two hundred and eighty-five decisions
for the Christian life were recorded.
"In addition to eighteen thousand
i attendance at entertainment, twenty
four thousand attended the movies.
There are thirteen flve-fllm moving
Picture shows each week. It required
five hundred thousand sheets of writ
ing paper last month in this camp
alone, while forty thousand, eight
hundred and fifty seven dollars worth
of nioney orders were sold, much of
v, hich went to dependants who could'
use It, and some of which was saved
from crap games and poker.
"We frequently receive . letters
from mothers and friends of soldiers
who have been sick, who did not
write regularly, who enlisted without
their parents' knowledge, who are in
clined to be a little wild, etc. These
are all carefully looked up and op
portunity is taken to' help each ac
cording to his need.
"Great preachers, lecturers and en
tertainers have instructed and enter
tained the boys. There are secre
taries assigned to religious work,
educational activities and recreation
for each of these buildings. Their In
fluence is widespread and greatly ap
preciated by enlisted men and officers
alike.
"The thirty-five million dollar fund
is needed partly for American sol
diers in training camps, but in far
larger measure to extend the inspir
ing influence of the Toung Men's
Christian Association to .our soldiers
ir. Kurope, and to the soldiers of our
allies. Those having little or much t<>
spend .for religious purposes could
uo no better than to invest in the
Young Men's Christian Association
Army Fund."
