Washington, Augr. 16.—A detailed
plan for advertising the next Issue of
Liberty Loan bonds In newspapers and
other mediums of publlcty, to coat
from $1,000,000 to $2,000,000 and to be
paid for by the Government, was pre
sented to-day to Secretary McAdoo by
the National Advertising Advisory
Board, with the recommendation that
it be adopted.
On the basis of an expenditure of
$1,000,000, the following distribution
of the fund was suggested:
Daily, monthly and weekly pa
pers, including tnose printed in for
eign language, $700,000; farm pa
pers, $100,000; small town dallies
and weeklies. $100,000; printing
posters, circulars, etc., SIOO,OOO.
The mediums which the board pro
poses to use are detailed as follows:
Newspapers, magazines, farm papers,
business press, religious press, for
egn language press, painted bulletins,
billboards, street cars, circulariza
tions, house organs and factory bulle
tins.

"While the great bulk of the daily
press will expect to charge for space,"
the board's recommendations say, "It
give the minimum rate,
although the amount of space to Be
used ■would not enttle the Govxern
ment to that rate, and will give pre
ferred position to the advertising
Some full pages would be used under
this plan, but it is also proposed to
institute an entire innovation by run
ning small advertisements, such as
seventy-fivfe lines deep by two col
umns, on the front page.
"This is something that no other
advertiser could buy at any price be
cause of the fact that almost without
exception newspapers refuse to carry
advertising on the front pages. A
number of leading dailies have agreed
that hey will break the rule for the
sake of furthering the sale of these
bonds.
The amount available for floating
the second Issue of the Lberty Loan
has not been disclosed, nor has the
sum spent on the first issue been
made public.
