Pershing, commander of the American
forces In France, has issued the fol
lowing general order to his troops: ,
"For the first time in history an
American army finds itself In Euro

member of this command. A
"It is of the gravest important
that the soldiers of the army shall at
all times treat the French people, and
especially the women, with the great
est courtesy and consideration.
"The valiant deeds of the French
armies and their allies, by which they
together have successfully maintained
the common cause for three years,
the sacrifices of the civil population
of France in support of their armies,
command our profound respect. This,
can best be expressed on the part of
our forces by uniform courtesies to
all the French people and by the faith
ful observance of their laws and cus
toms.
"The Intensive cultivation of the soil
In France under conditions caused by
war makes It necessary that extreme
care be taken to do no damage to pri
vate property. The entire French
manhood capable of bearing arms is
In the field fighting the enemy, and it
should therefore be a point of honor
to each member of the American army
to avoid doing the least damage to any
property In France. Such conduct is
much more reprehensible here. Honor
them as those of our own country."
General Pershing spent yesterday
conferring with his staff concerning
plans for the permanent training
camp In France and American partici
pation at the fighting front. The per
manent camp already has been estab
lished and one battalion is undergoing
intensive training. It is expected the
remainder of the first expeditionary
force will be In camp behind the fight
ing line within a week.
American Aviators Get

of Daniel Vincent, under secretary
of aviation, a flag which Mrs. Wil
liam G. McAdoo. wife of the Secre
tary of the United States Treasury,
had presented to Jules Jusserand,

lon. on behalf of forty young Amer
ican women. A number of French
aviators, including members of Cap
tan George Guynemer's escadrille,
were present at the ceremony. Lieu
tenant William Thaw has been ap
pointed flag custodian.
