HOUSE PASSES WOODWARD BITJIJ The House of Representatives to day passed the Woodward bill au thorizing the State Insurance Fund Board to pay expenses out of Income and to levy special assessments if necessary. This action was taken after prolonged debate in which Speaker Baldwin participated, asking Mr. Ramsey to ttike the chair. Sev eral members assailed the bill, charg ing that it was an attempt to mutual ize the fund. The Speaker defended tho bill and answered a running fire of questions from Messrs. Mitchell.
