March 29.—Wa1l Street— Much of to-day's early trading center ed around two new issues, Sinclair Oil ami Midvale Steel. The former on very heavy dealings soon scored an extreme advance of five points to $9%, but Mid vale made little headway, ranging be tween 60 and 60Ms as against yester day's final price of 607s on the curb. Recent active specialties, notably Driggs-Seabury and Wilson Packing, were again prominent at gains of 1% to 2% points. Bethlehem Steel new stock, Lacka wanna Steel, American Can. Texas Company and Hide and Leather com mon and preferred rose 1 to 2 points. U. S. Steel and Standard rails were irregular. Special stocks increased their gains for the most part, Wilson Packing ris ing six points with 2 to 2 % for Am erican and Continental Cans. Ohio Gas rose 3 % points with as much for Montana Power. In the steel group Virginia Iron rose 4 points and oils were featured by gains of 2 to 3 points in Texas Company and Mexican Petro leum, although Sinclair reacted 2 points. A spirited demand for the secondary steel issues set in at mid day, those stocks rising 1 to 2 points. Rails, metals and shippings were comparatively neglected. Bonds were st eady. Telephone Girls Hear Expert Lecture on Efficiency In pursuance with its policy of striv ing for greater efficiency, the Cumber land Valley Telephone Company has engaged W. H. Way, an expert of the Eastern Traffic Association, to lecture to the long distance operators each day for the remainder of the week. The first talk was given this morn ing to a room full of pretty girl op erators. Mr. Way illustrated the talks with miniature switchboards to show the actual operations necessary for good service. The operators who come from fifteen towns will be guests of the company while in this city. The talks in Harrtsburg are part of a State-wide movement for stand ardization of operation. The rules are issued by the United States Indepen dent Telephone Association and are being taught over the State and na tion. It is believed that by having every movement and operation work p don a standard and universal scale the efficiency will be even greater than that previously attained. The igrls are not only shown prop er methods and exceptionally courte ous replies to be used, but are given practice before the entire body to dem onstrate their previous ability. Women [connected with the Red Cross of New- Jersey have been caught placing poison in hospital bandages intended for use in army and navy hospitals, according to Albert W. Staub, director of the At lantic Division of the American lted Cross. Mr. Staub made his sensational charges yesterday afternoon at a meet ing of the officers of the Southeastern Pennsylvania Division of the American Red Cross, held in Red Cross House, 221 South Eighteenth street. The meet ing was attended by the chairmen and officers of the twenty-two chapters making up the division. Mr. Staub said that powdered glass r.nd an odorless, colorless chemical were the agents used by the poisoners. Chem ists in New York, he stated, were ana lyzing the bandages known to contain the poison, and representatives of the Department of Justice would make im portant arrests on receipt of the chem ist's report. Hundreds of poisoned rolls, Mr. Staub said, had been distributed among the army hospitals and efforts are being made by Red Cross agents to trace them. This will be difficult to do, lie said, as the rolls carry no distinguish ing mark. Women to Get Suffrage From British Government London, March 29. The British government was squarely committed yesterday to woman suffrage. In the house of commons Prime Minister Lloyd George declared strongly in favor of it when commend ing a program of electoral reform that had been submitted by Mr. As quith, his predecessor. A conference held recently, which was presided over by the speaker, rec ommended the following program: Certain measure of woman suffrage. Six months' residence or the occu pation o fbusienss premises to be the only qualification for voting. Predistributlon of seats. Proportional representation in large urban areas. All elections to be held on one day. A small party in the commons in the course of the debate expressed their continued firm opposition to woman's suffrage, but their numbers were too small to carry great weight.
