New York. Feb. 24. —The reaction
ary tendencies manifested during to
day's short and very dull session
were popularly ascribed to events
abroad, particularly the restrictive
measures adopted by the British gov
ernment. All initiative came from a
small faction of tie professional ele
ment, with the usual week-end settle
ment of outstanding contracts.
Karly "recessions of one to two
points in shippings, oils and various
specialties within the scope of Eng
land's embargo were partly recovered
before the close. United States Steel
and other industrials also recovered
