The Rumanian Minister of Foreign Affairs telegraph ed yesterday to the Rumanian Lega tion in Paris that Germany has begun to transport for internment in Ger many all Rumanian males from 10 to 67 years of age, although the French, Russians, Italians and Portu guese protected by the Spanish Lega tion are being left in the country. "This treatment, so the Germans say," reads the telegram, "is because Rumania gave up to Russia the Ger mans In its power and that these were transported to Siberia. It is ab solutely false that Rumania has ever delivered German subjects to Russia. "The German government itself counts so little upon the pretext work od that before announcing its de cision to transport Rumanians to Ger many it proposed to the Rumanian government the exchange of Germans interned in Rumania for Rumanians in Belgium." Palmer, of the State Department of Labor and Indus try, declared to-day. Mr. Palmer is in charge of the Bu reau of Inspection, in the State De partment, and has been present at two conferences of the hotel directors and the architects, W. L. Stoddard, New York, and Esenwein and Johnson, of Buffalo, N. Y. v 'The architects are making every effort to co-operate with us to meet requirements," Inspector Palmer stated. "As a result only a few minor details will need to be changed on the plans before they are approved final ly. Every precaution is being taken to have the hotel provided for fire pro tection in case of any emergency. Ex its will be arranged so that there is one for each part o fthe big building. Fire doors, fireproof walls, and fire towers are only a few of the safety Irst provisions included in the plans. "When completed, the new hotel will lie one of the best in the State, and one that can bo pointed out as a model of what can be done in the way of providing every possible means of protection," Mr. Palmer concluded. The sighting of a strange vessel resembling a sub marine was reported last night to Cap .tain William R. Rush, commandant of the Boston Navy Yard by Captain Smith A. Ross, master of a harbor tug. Captain Ross said he saw the stranger four miles off Marblehead. He was heading in from sea at a speed which he estimated at 15 to 18 knots an hour, but soon after being sighted, veered to the south toward Cape Cod. Captain Ross expressed the belief that it was a submarine. He was familiar with American undersea boats he .said, through towing them to and from the navy yard, but was certain the craft he sighted was not one of the American type.
