New York, Aug. 24.—The noteworthy
feature of the forenoon apart from its
alternate advances and declines was
the marked cessation of activity, deal
i Ings diminishing by almost 50 per cent.,
in comparison with the heavy turnover
°f the two preceding sessions.
Rallies of the first hour gave way to
fresh selling with steel a factor, while
rails fell under yesterday's final prices.
Heaviness was shown by Marine, Pfa.,
and some of the obscure industrials ana
specialties, but this was neutralized b>
strength in sugars and coppers, inspira
tion scoring the new record of 55V,.
Bonds were steady.

WEIGHMAN HAS AUTHORITY
Of interest to the bituminous min
ers in the State is an opinion handed
down this afternoon from the Attorney
General's department on the act of
June 1, 1883, entitled "An act to pro
tect miners in the bituminous coal re
gions of this Commonwealth." James
E. Roderick, chief of the Department
of Mines, desires to be advised as to
the extent of the authority of the
check-weighman in the matter of test
ing the scales, and First Deputy Wil
liam H. Keller decided that the check
weighman has the authority to test
the scales when he deems it advisable,
provided he does not interfere with
the working of the mines. Provision
is made by law for referring the
weighing of the scales to the mine In
spector of the district in the event of
a disagreement.

Sick Rate on American
Expedition Force Less" Than
Half That of Country

Only six deaths from disease and a
present sick list of 1.56 per cent, for
the American punitive expedition
since It entered Mexico more than flva
months ago, was the record contained
in official figures given out here by the
Sanitary department. Adding the
number of sick being treated at the
base hospital to those in the field, the
rate is increased to 2.5 per cent. There
has not been a single case of typhoid,
the prevailing ailment being dysen
tery.
"This is a remarkable record for an
expedition serving in this sort of a
country with nothing but field equip
ment," declared General J. J. Persh
ing, commander of the punitive expe
tion, when shown the figures.
"It probably is as low a record as any
similar expedition ever has set and
shows the wonderful strides made
along sanitary lines within the last
few years and the high efficiency of
the sanitary department.
"It also shows the high appreciation
of sanitary regulations by line officers
who have been held to a strict account
for violations by these commands.
Only once during the life of the ex
pedition has there been what threat
ened to become an epidemic. This oc
curred recently at a camp south of
headquartters, where the water caused
a number of cases of amoebic rysen
tery. When the sick rate climbed to
five per cent., the chief surgeon and
his entire corps were sent from head
quarters. A quick and exhaustive
study of camp conditions was made
and measures taken which soon re
duced the rate to 1.7 per cent. The
chief means used in curing this epi
demic was the chloridanatlon bag.
This destroyed the organism In the
water which caused th disease. At one
time there were 125 cases at the camp
mentioned. There are now 13. From
available data it appears that the sick
rate In the expedition is less than half
that of the United States.
Railroad Capitalized
For $450,000,000

Jefferson City, Mo., Aug. 24.—Ar
ticles of incorporation for the reor
ganized St. Louis and San Francisco
Railroad Company were filed in the
office of the Secretary of State hora
to-day and a charter immediately was
issued. The capital stock of the com
pany is $450,000,000, of which $200,-
000,000 Is to be in preferred shares,
and the remainder common stock.
A fee of $225,064 was paid into the
State Treasury for the incorporation,
which covers 1,332 miles of line in
this State, and a total mileage of
3,467.
Concerning the stock of the com
pany, the articles state that the pre
ferred may be issued only in series
and the dividends shall not exceed 7
per cent for any single year. Dividends
can only be declared by the directors
and none can be paid on the common
stock until those due on the preferred
issues have been paid.
Fifteen directors are named, all of
them owning ten shares of stock each,
with the exception of William C.
Nixon, whose ownership totals $34,860

PROTESTED GAME STANDS

Tener had disallowed the claim of
Philadelphia against Cincinnati, pro
testing the winning of the game be
tween these two Clubs at Philadelphia
on August 11. With one out in the
ninth, Dugey on second and Stock on
drat, Klllifer sent a drive to the left
bleachers. Dugey and Stock scored
and Killlfer reached third. Umpire
Rigler declared that a bleacherite hail
touched the ball as it bounded toward
the stand and that batter was entitled
to only a single. Dugey was sent back
to third and Stock to second. The
game will stand in Cincinnati's favor
as scored. 3 to 2.
