Greek Spy, Former Actor,
Is Shot in France
Paris, July 15. (Correspondence
of the Associated Press.) —The Greek
spy, Condoyannls, formerly an actor,
was shot at daybreak on May 26 In
front of the artillery targets at Vln
cennes. He was condemned on March
16 for giving the Germans information
as to numbers and movements of
troops in France, and had since vainly
exhausted all means of appeal includ
ing that of applying to the president
of the Republic.
On the morning of his execution
Condoyannis was wakened in his cell
at half past two and told that his time
had come. He dressed slowly, repeat
ing that he wanted to make further
statements, but interrupting himself
every now and then to say to the
guards, "So you insist that I shall be
shot?"
When dressed, Condoyannls was or
dered Into a wagon drawn by two
horses and was taken on a journey of
half an hour's duration to the "butts."
Getting out of the wagon he walked,
firmly enough, the guards say, to the
wooden post at which he was to stand
to be shot, but kept constantly ex
claiming "I protest, X protest." While
he was still protesting the guards be
gan to bandage his eyes, but Condo
yannls tore the cloth away saying he
would give the order to lire himself.
At this point he began to make a
speech. "Brave French soldiers . . ."
He got so far but no further —at this
moment the officer commanding the
firing party lowered his sword and
Condoyannls fell pierced by a dozen
balls.
Turkey About to Adopt
Its First Tariff Law
Constantinople, July 15.—(Correspon
dence of the Associated Press.) —Tur
key is about to adopt its first tariff law
unhindered by foreign interference. Up
to the outbreak of the war the govern
ment's hands were bound by obliga
tions undertaken in connection with
the public debt, so that it was not able
to change its tariff without the con
sent of the great powers, which found
It to their Interest to keep the Turk
ish duties as low as possible. For
many years they kept them at 8 per
cent, ad valorem and lower. Turkish
statesmen often pointed out that the
duties were too low to yield sufficient
revenue, and the government long de
manded their consent for an increase.
Germany gave its consent about fifteen
years ago, but England and France re
fused till several years ago, when they
| agreed to an increase to 11 per cent.
Soon after Turkey joined the Central
Powers and entered the war, the gov
ernment denounced the so-called "ca
pitulations," or arrangements which
gave the foreign powers special rights
in Turkey, including their control over
the tariff system. \
After waiting more than a year the
government has now brought In a bill
for revising the tariff. It is, for most
articles, a very moderate measure, ful
lj two-thirds of the duties ranging be
tween and 15 per cent. Most
other articles range between 20 and 50
per cent., and a few are as high ail
100 per cent. These highest duties aro
intended for the protection of agricul
ture and some manufactured goods.
There Is a small free list, which in
cludes school books not bound and
other educational supplies. Agricul
tural machinery is also put on the free
list in the interest of the farmers.
Among dutiable articles there is no
unifojm tendency to increase duties:
in fact, about one-sixth of the list
shows even lower duties than are now
paid.
