man raider Emden, has made his es
cape from Malta, whither he had been
taken as a prisoner by the British. The
i lieutenant is now a prisoner here.
"I will commit suicide rather than
return to the hands of the British," the
; lieutenant said. He maintains lhat as
Germany in not at war with Italy, the

House Votes to Insist
on Free Sugar Repeal
as Drawn Originally

Washington, D. C., April 19.—With
only two dissenting voices the House
to-day voted to instruct Its conferees
on the free sugar repeal to insist on
the measure as originally drawn to
provide for an indefinite suspension
of the free entry provision anil retain
the present tax of 1 cent a pound on
sugar.
The Senate amendment, backed by
President Wilson, would suspend the
free entry provision only until May 1,
1020. Conferences wll be resumed im
mediately.
