gain of 5 at 168% and Texas Com
pany rose 2 points. Rails were once
more a nominal feature, that part of

industrials and specialties. Secondary

on New Courthouse
Both Henry M. Stine and Harry C.
Wells, the city representatives on the
j Board of County Commissioners, dis-
I cussed briefly to-day the problem of
I erecting a new courthouse. Said Cora-
J missioner Wells:
"Before the County Commissioners
: could take any action relative to the
construction of a new courthouse the
step would have to be recommended
three times consecutively by Dauphin
county grand juries. I believe, how
ever, that the erection of. a new court
house would meet with general ap
proval and 1 think the sentiment for a
new structure is growing."
Commissioner Stine expressed these
views: "Thus far I haven't given the
question of erecting a new courthouse
very thorough thought as yet, but it is
my idea that this old courthouse with
its passing style of architecture should
he preserved. 1 think that the county
could renovate this building. If Har
risburg ever erects a city hall, all the
county offices could be located 011 the
first floor and the courtrooms could be
moved upstairs. The county is cer
tainly in 110 financial condition, how
ever, to expend any money. It really
even could not take care of a bond
issue, at present. The increase of the
county valuations from the county tri
ennial assessments would not net the
county above $7,000 in additional reve
nues."

rell continued the injunction obtained
by Mark M. Mattis against W. H. Idell.
The injunction restrains Idell from
executing a judgment for $48.62 %
against Mattis until after another suit
brought by Mattis against Idell is set
lied by a jury. This claim amounts
to $88.33. The litigants are from the
upper end of the county.

Ihus summed up the results of his
recent investigation of certain in
stances of "short measuring."
"A short time ago," said Mr. Heel,
"this department had occasion to bring
suit against a local milk dealer for
selling by short measure. The dealer
sold the milk in what were called
24-quart. cans. Of course, he had to
pay a fine and the costs of the prose
cution. However, he admitted that ha
knew I here were not twenty-four
quarts In the cans, but that he was
compelled to pay for twenty-four
quarts nevertheless, and that if he re
fused his supply would be discon
tinued. So he sold the milk Just as he
received it from the farmer.
"Upon further investigation," con
tinued Sealer Heel, "I found that, many
of the cans which are supposed to hold
twenty-four quarts in reality held but
twenty-three on the average. Many
of the dealers .however, are buying by
the pound and will not buy in any
other way.
Hundreds of cans of milk are being
shipped into this city every day from
various parts of the state. On these
cans the local dealer must pay -the
freight. The cans bear tags furnished
by the railroad companies. The tags
are marked from twenty-four to forty
eight quarts. However, the cans are
not marked. And the size of the can
is charged for in fixing the freight
rates, regardless of bow much they
contain. Consequently the dealer sells
'twenty-four quarts' from thnt. can and
his customers pay for twenty-four
quarts.
