Special.s2.2s ,6 °" 5 oak TIPS EMPLOYERS ON INSURANCE Expert Explains Compensation Protection to City's Business Men The four kinds of Insurance which an employer may lake out as protec tion under the new workmen's com pensation act were explained fully and In detail at a public meeting in the Board of Trade Hall last evening un der the auspices of the Chamber of Commerce. Horace S. Frost, a stock company insurance expert, gave the talk and afterward answered ques tion*. Commissioner of Labor and Industry John Price Jackson was quoted to the effect that the State insuranoe fund is liable only for claims to the amount of funds paid in by insurers, really con stituting a mutual company under State management, and that the State Treasury was not behind the insur ance fund, and that its funds would not be used to make good any defec tion in the State Insurance fund. In case such a situation should arise the insurers' rates would be raised to meet the emergency, the speaker said. Briefly, the four kinds of insurance were outlined by Mr. Frost as follows: First, self-Insurance, or carrying your own risk by purchasing a bond. The company issuing the bond guar antees it as collateral and backs up with its funds any demand for com pensation approved by the board. The other method of self-insurance is by assuring the State Insurance Board of your ability to pay all claims. This form is generally adopted by large corporations. Second, mutual insurance. Regu lated in this state by the act. Must be formed by no less than twenty employers having an acsxesate of 5.000 employes. This method is an as sessment proposition and claim may extend over a period of sixteen years. Third, the State fund. Provides no common law protection and does not. insure outside the State of Pennsyl vania. The fund will consist of the premiums paid into it by its subscrib ers and beyond the amount of these premiums the State does not back up the fund. Fourth, stock insurance. The em ployer is relieved of all common law obligation as well as the- compensa tion. By Insuring in these companies the employer is protected against acci dents to casual employes, which is not the case under the State fund. Mr. Frost closed by saying that the rates of all insurance carriers will be supervised by the State board and will he the same, with the exception of the States funds, the rates of which, it is said, will be about 10 per cent. less. FRIDAY EVENING, HARRISBURG TELEGRAPH NOVEMBER 19, 1915. \ ATHLETIC SPORTS FOR RAILROADERS Local Shopmen Hear Plans at Altoona Mass Meeting; an Independent Move * i Representatives from the local and Enola shops of the Pennsylvania railroad yesterday attended a mass meeting at Altoona, where plans for further development of athletic sports were discussed. Shop and road men from divisions east of Pittsburgh and Erie wore present. The meeting was presided over by Charles F. Hall, gen eral chairman of the Eastern Grand Division. This joint athletic movement Is in dependent of the P. R. R. T. M. C. A. system meets held each year. "The purpose is to develop athletes and increase Interest in all departments of the railroad, in clean, healthy athletic sports. It is planned to hold a big meet each year. Baseball and basket ball league* and track teams will be organized. Plans for a system of rules and regulations and for a permanent or ganization to control all sports along the main line of the Pennsylvania railroad, were placed with committees. Pennsy Fireman Catches Wild Cat With His Hands John W. Gray, 649 Boyd street, a Pennnsylvanla Railroad fireman, is the owner of a real live wildcat. Mr. Gray captured the cat while on a re cent bunting trip in the mountains near York Springs. It is a youngster, stands one foot in height and measures four feet from tip of the nose to the end of the tall. Mr. Gray caught the animal with his hands. A. P. Stover, pastor of the Church of God, and stole Sunday school funds, other money and postage stamps. They were evidently frightened away before they had time to take any more bulky ar ticles.
