the rates would be 10 per cent, less
than the approved rates in the Insur
ance rate manual and that $5 would!
he the minimum premium is the be
ginning of the State's campaign in .
behalf of the fund for liability lnsur- j
ance. . . . !
Mr. Young's announcement bad (
been awaited with interest by people
all over the State, every employer be- t
ing interested.
The formal statements issued are as
follows:
The State Workmen's Insurance
Board, as a result of formal action
to-day, announces that the board
will make a reduction from the
approved rates of the insurance
rate manual of 10 per centum,
and that the minimum premium
is fixed at $5.

In connection with this general an-j
nouncement Assistant Manager Albert j
la. Allen, of the Insurance fund, issues
the following explanatory remarks;
"In the announcement of this ap
proved rate reduction of 10 per centum
on all rates it is a matter of much in
terest and concerns all employers of f
labor in the State of Pennsylvania.
"The law creating the fund requires I
that the premium rates shall be fixed
at the lowest amount consistent with
the maintenance of a solvent fund and
the creating of an adequate surplus
and reserve. The fund pays no com
missions to agents and does not have
to earn profits for stockholders, and
for the first three and one-half years
the entire expenses of the manage
ment are paid by the State. elimi
nation of tlies.e expenses is sufficient to
allow the board to write insurance at (
this reduced original rate. The bal
ance remaining which may be ap
plicable on the basis of an average ex
perience also gives every prospect of
returning a very substantial rebate in 1
dividends to subscribers at the end of j
the vear so e.s to bring the cost of
insurance in the State down to a much j
lower basis.
How to Obtain It
"The employers may obtain their | (
compensation insurance in the State at
a rate lower than that charged by the
stock and mutual comnanies, and also
will receive the benefit of additional
advantages which cannot be obtained
by other forms of insurance. Employ
ers insuring in the State fund can ob
tain a complete release of their per
sonal liability and full protection of
their propertv against compensation
liens. If the subscriber to the fund |
. makes the report of an accident within |
S seven days, his liability ceases and is J
transferred automatically to the fund,
so that no valid Hen can be filed
against the property of an employer
insuring In It. Every other form of
insurance leaves the employer per
sonally liable, so that every agree
ment or award of compensation may .
be entered as a lien against his real 1
estate wherever situated within the
State, and this Hen cannot be dis
charged until the whole compensation
agreed upon or awarded has been paid
In full. In serious cases this com
pensation will run for a number of I
years, during which period the Hen
must remain as a cloud upon the em
ployer's property.
No Contingent Liability I
"There is also the advantage to sub
scribers in the State fund that there i i
will be no contingent liability to as- j 1
sessments to which all employers In- | .
surlng in mutual associations are sub- j
ject. The purpose of the act was to
make the payment of the premium the i I
sole liability to subscribers, and no j
assessment will be levied in any case. I |
as there is not. one word in the act t
creating the State fund that directly i /
gives or by implication suggests the
right of assessments. ,
"The State fund will provide insur- '
once at net cost, and by the elimi- >
nation of the operating expenses which |
other companies must pay out of their
premiums it is reasonable to assume I
that the State can furnish complete
protection under the new law at a j
price below that of other insurance.
The Minimum Rate
"In the announcement of $5 as the I
minimum premium the board has
solved the problem which has been I
confronting the small employer with
one. two or less than five employes en- |
gaged In occupations of a minor
hazard. This amount was decided i
upon as an attractive inducement to '
the small employer to insure in the ,
State fund, as it was apparent that it j
would be necessary to issue the insur
ance for the small employer at a price |
which would not be a burden to him.
The employer will have the same com- i
nlete protection and release from Ha- "
bility as the regular policy, and It Is
intended to encourage the acceptance I
of the workmen's compensation act by
the employers whose estimated pay- I
roll is of an amount where the indi
vidual classifications are not com- |
putable at a rate which would exceed <
the minimum figure. It is probable | i
t bat this minimum adopted by the I '
State fund is less than the other com- j
panies will desire to issue policies to j '
the employers who would come within j
the minimum limits." j
