Reporting some time ago to the City
Planning Commission, the city's land
scape designer. Warren H. Manning,
suggests among other things:
"Another important thoroughfare
throughout the length of the city
ought to be established along each side
of tho Paxton creek concrete channel.
If this could ho made thirty feet wide
on each side, it would make valuable
much back land that is not now ac
cessible. If it were only made a ten
foot footpath it would become an im
portant thoroughfare for pedestrians.
"Tho alleys of the city were also
considered, because it is recognized
that they arc rapidly becoming minor
business streets, instead of service
roads. The suggestion is made that
these alleys could be broadened and
irade more serviceable by throwing
the narrow sidewalks into the road
way and by tarrying a new walk,
through an nrcade under the fronts ot'
the buildings, thus giving a covered
public traffic way by shop windows
that could bo treated effectively from
an architectural point of view. In this
manner alleys could be given a dis
tinction and convenience that would
make them very acceptable for certain
lines of business, and it would also in
crease the values of the properties
quite enough to justify the owners in
setting aside of the land for the pur
pose of the arcade. Just as the owners
of the buildings in Fifteenth street
in Philadelphia broadened tho street
by areading the sidewalk under their
buildings. Through thig arcade many
people pass to the station over the
Market street overhead bridge."
MAKING THE GLACIER WORK

of Sherburne. McDermott, and Lower
St. Mary's. They are perpetually fed
by the snow mid melting glacier ice
of the Rocky Mountain range. Glac
ier water is rich in silt and exceeding
ly fertile. But the lakes are two hun
dred miles from the Milk river pro
ject by a direct route, over which it
would be impossible to convey their
inexhaustible supply. The project,
moreover, is itself about 140 miles
lens, and as wide as three miles at
some points. Vet those great natural
reservoirs, and the efficient but inade
quate Milk river, are being joined to
gether into one immense irrigation
system, one of the biggest if not the
bisgest the government has in hand.
Immense dams, huge siphons, tre
mendous flumes, and miles of canal
conduct the lake waters at will to the
north branch of Milk river, and thence
by (lie latter's winding channel a dis
tance of over five hundred miles in
all from the source of supply to the
distribution canals that will give Mon
tana a '"Green Ribbon Belt" of in
valuable agricutural land. For 150
miles the waterway lies within Cana
dian territory, and international
agreements have been necessary in
! order to make this wonderful water
