Smith by Hor ace W. Davis, deputy attorney gen eral. Questions regarding associations with full paid stock which have been arising for some time were submitted to the legal department by Mr. Smith and_the opinion holds that not only may associations not have more full paid stock than instalment stock, but that the extent of the full paid stock is subject to regulation by the banking commissioner so that the stock will be maintained in "and incidental relation to the Instalment stock. "It is also held in the opinion that it is illegal for a building and loan as sociation to issue any full paid or pre paid stock the interest or dividend on which was guaranteed, irrespective of whether earned or not. The opinion says "The rate of dividend payable on this class of stock cannot exceed that earned and credited to the straight in stallment stock and may he such amount less as the association as it by laws may determine." Magneto Ignition Applied to Twelve Cylinder Cars With the advent of the National Highway twelve cylinder model copies, for the first time, magneto ignition on cars with more than six cylinders. Magneto ignition has been generally admitted to be superior to any other type, but heretofore all cars with more than six cylinders have depended on battery ignition only. That National should be first to offer this decided advancement is con sidered another triumph for the Na tional engineering department. Some idea as to how wonderful a twelve cylinder magneto really can be gahi ed from the fact that it must make and deliver 10,296 sparks per minute when the car is running at a speed of forty miles per hour.
