Bowman Hears Appeals on Water Assessments Appeals from assessments for lay ing water pipe on the following sec tions of streets were heard to-day by Commissioner H. F. Bowman, super intendent of public safety: Green, Seneca to Woodbine; Mul berry. Eighteenth to Twentieth; Yale, Mulberry to Eugene; Paxton, Roleston to Nineteenth; Boas, Eighteenth to city line; Monroe, Calder to 250 feet north of Calder; Agate, Schuylkill to Columbia; Wlsconisco, Front to Jef ferson; Prune, Kittatinny to Reese; Carlisle, Derry to Holly. The usual line of complaint next to tlm objection to the levy was that the property owners ought not to be re quired to pay the assessment. Com missioner Bowman, who declared ho was only complying with the law In levying the assessment by the present method, agreed with some of the ap pellants that the water department was earning enough to pay for the laying of the pipe itself without add ing an extra charge upon the prop erty holders. For the last week both Petrograd and Berlin have been sending meager reports of nnval operations in the Gulf of Riga, which were Interpreted to' Get Thief on Second Entrance Into Hotel After escaping from the clutches of the law early yesterday morning, Ervln Palleson, was captured early this morning by the police after he had been seen by a nell boy employed at the Metropolitan Hotel, who re membered the description of the man who had entered the place yesterday. About 4 o'clock yesterday morning, Henry Harper, awoke and saw the man in his room. A hand to hand encounter ensued and Harper finally overcame the thief. While Harper was phoning to the police, Palleson tore loose, rushed to the window, down a fire escape and up Fourth street. The employes at the hotel were given a description of the man and about 2 o'clock this morning one of the bell boys saw a man answering the description. The police were notified and Officer Carson placed Palleson in jail. Italian Volunteers Will Remain in United States Two members of the Italian colony in Harrisburg have decided that little old United States is good enough for tlicm. Some time ago, In a fervor of patriotism, they volunteered for serv ice to the Italian consul at Philadel phia notwithstanding that the class of reservists to which they belong had not been called for military duty. Last week they received notification that tliey had been accepted. The Italian band, headed by C. Gaeta, prepared to escort them to the station. But at the last minute they decided it was America for them henceforth and for ever. So the farewell reception was called off. Full Time at Lucknow; Rush Cars For Repairs Employes of the Lucknow shops went on full time to-day. They will work five and a half days each week until further orders. For the present there will be a rush on what Is known as "GN" cars. These cars are mostly frame, and ,have been stored on sidings within easy reach of Lucknow and Enola shops. Nothing is said in the order about other shops. It is understood that the repairs are to be limited to a fixed ex pense. Cars are In demand just now. and the equipment to be repaired will be used until new cars are ready for service. There are said to be between 900 and 1,200 cars In this vicinity which will go to Lucknow for repairs. WILL SELL 41.000 HORSES Special to Tlic Telegraph Philadelphia, Pa., Aug. 23. Paul Connelly, proprietor of the Bull's Head Bazar, at Thirty-Eighth and Market streets, will begin on Tues day to fill the largest single horse con tract ever handled in Philadelphia.
