New York, Aug. 14.—The week In
the stock market was crowded with
Interesting developments, although In
terest in the market itself again con
verged mainly around the war special
ties, including some Issues of minor
Importance. The course of the more
Important stocks, particularly the rail
roads, was governed to a greater ex
tent than usual by the several de
cisions handed down by the Inter
state Commerce Commission.
First among 'these was the meager
increase In freight rates granted to the
western roads, while. the second or
dered a sharp cut in rates now charged
by the anthracite carriers, and yet an
other was of favorable import to the
soft coal lines. Between these varying
decisions the market for railways wna
somewhat unsettled and a considerable
part of the improvement made in the
first days was lost later. Other stand
ard issues were affected to the extent
of 1 to 3 points.
Broader and more significant de
velopments included the Mexican sit
uation and the further sensational de
cline in rates of exchange on London
and Paris to lowest quotations in over
a generation. Negotiations for the
placing of additional credits here for
British and French interests aro
known to be In progress, this being
regarded as the only permanent form
of relief.
The brilliant crop report and United
States Steel's July statement of un
filled tonnage were among the more
constructive factors of the week. Rail
road earnings also proved more satis
factory, albeit most net gains continue
to be made at the expense of reduced
operating expenses.
Pittsburgh's Mills Are
Increasing Their Output

full time if men can be found to keep
the plants going.

facturer that his plant was employing
from 40 to 60 per cent, more labor than
at this time last year and operating at
from 90 to 95 per cent, tonnage ca
pacity, as against 30 to 40 per cent.,
which was typical of several periods
last year. He stated further that in
the lines of productions of coal and
coke business there was a bright out
look,, as these industries are Instantly
responsive to the slightest Improve
ment tin raw iron markets.
A new industry In the Pittsburgh
district is the "spelter" plant being
built by the United States Seel Com
pany at Donora. It will manufacture
for the first time on a large scale In
Pittsburgh the metal used in galvan
izing steel and iron plates.
