Prices continued to fluctuate irregu
larly during the first hour with increas
ed apathy later. Reading, New York
Central, and Caandlan Pacific were
among the few railway issues to make
any headway. Bethlehem Steel, Cru
cible Steel, General Electric, Westing
house and Baldwin Locoomtlve rose 1
to 3 points. Amalgamated Copper,
American Smelting and other metal
stocks were fairly strong, also Mexican
Petroleum. Rubber lost much of its
advance, but other active stocks, not
ably United States Steel, were firm.
Further weakness In foreign exchange
exercised a restraining influence.
Bonds were heavy.

TWO INDIANA POLITICIANS
MAYOR JOSEPH E. BELL.
Thomas Taggart, Democratic na
tions committeeman from Indiana-
Mayor Joseph E. Bell of Indianapolis,
and more than a hundred others have
been indicted in connection with elec
tion frauds. Taggart and Bell were
among the first to appear at the sher
iff's office in Indianapolis and give
bonds of $5,000.
Among the charges in connection
with the many indictments was that
in the recent county primary regis
tration and election certain primary
and election boards permitted the de
struction of ballots for the purpose of
substituting other ballots. Two
counts set up a conspiracy to aid and
abet primary poll clerks in marking
ballots in a manner differently from
that requested by the voters, while
other counts allege the use of money
in influencing the electors, both at the
primary and in the general election.
Padding the tally sheets for certain
candidates is alleged in another sec
tion of the indictment, while another
count charges policemen were remit
ted to stand within fifty feet of the
polls "for improper purposes" in viola
tion of the State law.
Repeaters were imported from out
side of the county for use in the elec
tion, it is asserted in the indictment.

BILLION DOLLAR TRADE BALANCE

able trade balance In the nation's his
tory—more than $1,000,000,000 for the

made to-day at the Department of
Commerce. It exceeds by nearly $400,-
000,000 the best previous record.
THE TEXTBOOK BUSINESS
Greatly exaggerated Ideas prevail
concerning the total number of text
books sold in the United States each
year and the annual profits resulting
from such sales. Confidential data
obtained by the United States Bureau
of Education from 43 textbook pub
lishers In the United States show that
their aggregate total sales of text
hooks for use In public and private
schools In 1913 amounted to $17,274,-
030. The aggregate for public schools,
elementary and high, amounted to
$14,2<1,76t.

TWO SIORK STATUS
ADOPT COMPUI.SOUY LAWS
With South Carolina and Texas en
rolled on the list of States that have
compulsory school attendance laws as
a result of lf>ls legislation, the States
without compulsory laws are now re
duced to four Alabama, Florida,
Georgia at)d Mississippi.
While tlie South Carolina and Texas
laws are, not as comprehensive and
strict as those of some of the other
States that have had compulsory laws
for many years, they are a distinct
recognition of the compulsory principle
and represent a big' step forward in the
two States.
The Texas law requires all children
between the ages of 8 and 14 to attend
school—sixty days the first year, eighty
days the second year, and 100 days
thereafter in every school year. It pro
vides for attendance officers, flxee pen
alties for violations, and provides for
the establishment of parental ar truant
schools were necessary. The law goes
into effect September 1, ltflfi.
The South Carolina law is optional,
but the State authorities are hopeful
that a larfe proportion of the districts
will vote to have the law apply to
them. State Superintendent Swearlgen
is urging that "every local tax district
circulate Its compulsory attendance pe
tition at once, hold its election, and put
every child in school during 1915-16.
