dominated at the opening. Dealings
were not extensive but embraced more

VICTORY FOR ROCKEFELLER

States District Judge Clarke to-day
gave John D. Rockefeller a victory
in his suit against the Cuyahoga
county assessors, who sought to col
lect more than a million and a half
of dollars on personal property valua
tion or $300,000,000 in stocks and
bonds. The court granted an Injunc
tion to restrain the collection.

pays a tribute to his colleague. Judge
John B. McPherson. formerly of Har
risburg.
Judge Buffington wrote that it was
only because of the work done by
Judge McPherson that it was possible
for the four thousand newly made
American citizens to listen to the
speech of President "Wilson and that
he wished to correct his oversight.
The letter of Judge Bufflngton In
part follows:
"I think It is the experience of most
men who make public addresses that
after the talking is finished they find
they have left unsaid the one par
ticular thing they wanted above all
others to say. This was my fate on
Monday night, when, by reason of my
official position as senior circuit judge
of the United States Circuit Court of
Appeals. I was called upon to represent
the Federal courts on the occasion of
the welcoming by the President of the
United States to naturalized citizenship
of four thousand.
"Those who were privileged to he
present that night will never lose sight
of the occasion and Its significance.
The one thing 1 meant above all others
to say, and which I now avail myself
of the wider publicity of the press of
this city to do, is that such a gathering
and such an event was only possible
by reason of the unselfish and arduous
work of my colleague. Judge McPher
son. The patience, time and physical
labor involved in the conscientious
work of passing on the applications of
four thousand men—for, to be exact,
I believe they were but one short of
that number—consumed weeks of
work. Judge McPherson laid aside
all other work and quietly cleared the
dockets of these accumulated appli
cations, and .as T have said, made the
patriotic services of Monday night pos
sible."
