March 4. —A state of siege has been proclaimed In the greater portion of Cyrenuica in an effort to put down a rebellion. Cyrenaica is one of the independent administrative and military districts of Tripoli which now is under Italian control. A dispatch from Rome on February 10 says information has been received from Tripoli to the effect that reinforcements had reached Captain Vollino, whose native troops had al most entirely deserted him as the re sult of a rebellion in Libya.
