Bills to Bring About Changes in the
Method of Supplying Men
For Industries
t Bills to establish State supervision
of all employment- agencies and to keep
track of immigrants In conjunction
! with federal authorities are being pre
pared at the Capitol for early presen
tation to the Legislature. They will be
designed to carry out recommendations
made in the recent report of the State
Department of Labor and Industry by
the investigators of the unemployment
and labor situations in Pennsylvania
and would not only create agencies to
keep manufacturers, farmers and other
employers in touch with labor, but also
enable the State to enforce good con
ditions in labor camps and places where
labor is assembled.
For over eighteen months studies of
the conditions in industrial establish
ments and other places where the labor
situation is to the front have been
made and the bills will be based upon
observations and submitted to the
legislature for action.
A bill is also being prepared to re
quire justices of the peace and other
magistrates to accept offices to which
they have been elected within thirty
days. This is due to the fact that a
considerable percentage of men elected
justices refuse to lift commissions when
they are sent from the Capitol to the
recorders of the counties. Some of the
letters received here indicate that men
elected justices did not know of their
election and declined to accept the
commission long after they should have
taken the oath of office.
It is probable that a bill will be
drawn to remove requirement that can
didates for hominations for member of
the House of Representatives and mem
bers of State committees shall file nom
inating petitions at the State Capitol.
The idea is that as they represent but.
one county or part of a county these
candidates should file papers with
I county commissioners as do aspirants
I for nominations for county offices. The
change, if authorized, would limit the
filing at the Capitol to candidates for
i state wide, judicial and senatorial dis
j trict and congressional nominations.
