Banking Commissioner William H.
Smith, who was chiefly responsible for
the enactment of this law, estimated
that the decision will result in applica
tions for license or the filing of bonds
on the part of from 200 to 300 pri
vate bankers throughout the State who
have been holding oft In the hope that
the act would be declared unconstitu
tional.
Several months ago fifteen arrests
were made in Phlladelphln for alleged
violations of the act. There was a
conviction in one case, and a motion
for a new trial, which Is still pending
before Judge Henry, of Lebanon coun
ty. who presided over the trial in Phil- i
adelpliia. ,
