The decision of the Interstate Commerce Commis sion came unexpectedly 19 Wall Street, which had not expected definite word until next week. It came at a time when the stock market was weak and helped to bring about a general re covery. Prices rose from 1 % to 3 points above the low level of the session. Reading regained 2 S « points and Baltimore and Ohio 194. Other Eastern roads scored lesser gains. The rally was not fully maintained, prices yielding from frac tions to a full point after the short in terest had covered. The list soon set tled down to further dullness. Headquarters will open at 7 South Front street on that date, and in structions in proper methods of hand ling supplies and material will be given. Contributions are urgently desired by the Red Cross Division of the Home and War Itelief Association, that the woork may be prosecuted with speed. Conditions of the war victims on the battlefields are described as unbe lievable by witnesses. Surgical and medical aid is needed by all the com batants. Unsanitary conditions in many of the hospitals, which are crowded with the wounded and sick, are proving greater menaces than the shells and bullets. Lack of proper material is shown by the report that in some hospitals the surgeons are packing wounds with sawdust instead of medi cated gauze or cotton. Some idea of what even small sums of money will accomplish in the way of life-saving is given in a statement showing the exxpendlture of 50 cents: One cent will buy iodine to disin fect a wound. One cent will buy cotton to dress the wound. Five cents will buy the bandages. Right cents will pay for the tem porary splint. Ten cents will provide chloroform for the operation. Twenty-five cents may save a limb or a life. Persons may contribute to any coun try's relief they may desire, and the money will be spent as designated. " Great clouds of fog covered this city this morning and under a temperature of 5 degrees the moisture fell in flake form.
