Council of the Borough of Paxtang,
! and It is hereby ordained by authorlty

Section 1. Any person who shall

' j on or along any sidewalk in the bor
' lough shall keep them pruned and trlm
! meil so that no brandies or limbs shall
project over the sidewalk at a height
of less than eight feet above the grade
of the sidewalk.
Section 2. Any person who shall vio
late this ordinance shall he subject to
a fine of not less than five dollars and
not exceeding twenty dollars.

Movement Points to Accumulation
of Week-end Buying
Orders

New York, Dec. 14. Business on
the Stock Exchange to-day opened with
every outward Indication of a restora
tion of normal conditions. The general
rise in prices which marked the re
sumption of operations last Saturday
was continued, though fewer Issues
were traded in during the first halff
hour. During that period trading was
limited to the Copper group, which
rose 1 to 2H points. Heading. Lehigh
Valley, Krie and St. Paul also materi
ally extended last Saturday's gains.
Atchison and Pennsylvania were among ;
the few prominent Issues to show hesl- ;
tation. The movement pointed to an .
accumulation of week-end buying or- ,
ders, together with a further covering
of short contracts.
Transactions In the first hour were
40 per cent, in excess of that period
last Saturday. Although realising for I
protlts was general, it failed to check
the further advance. Coppers continu
ed to climb, their movement being at
tributed to a combination of better
trade considerations, relative cheapness
and speculative possibilities. In the
railway group Pennsylvania recovered.
At the Clearing House United States

Rate Increase Granted,
Says New York World
The Interstate Commerce Commis
sion has granted the 5 per cent, rate
Increase to the railroads, says the New
York World of to-day. The World
declares it learns from an official of
unquestionable knowledge that it was
voted Saturday and will probably be
announced next Saturday. The World
says:
"Washington. Dec. 18.— from an
official whose knowledge of the sit
uation is believed to be unquestionable
the World learned to-night that the
last serious opposition to an increase
in freight rates on the eastern rail
roads was removed yesterday and the
Interstate Commerce Commission for
mally voted to permit the 5 per cent,
advance.
•'Announcement of the decision will
be made within ten days, probably
next Saturday afternoon. The com
mission' practice in the past has been
to make public its rulings at such
times. In order that businessmen may
be given opportunity to digest them
before the stock exchanges open
again."

of this city. Young Men's Christian As
sociation soecialist. At Nashville.
Tenn.. Mr. Hockenberry enrolled 770
new members. At Hartford. Conn., 1,-
::$0 new members were signed up. Mr.
Hockenberry has conducted sixteen
. campaigns, and enrolled 18,000 mem
bers this year.

Coach Robert Zuppke Never Played
in a Football Game, Nor
Earned a Letter
Chicago, 111., Dec. 14.—That a coach
; need not have had active experience
|to be successful, has at last been
| proven. The University of Illinpis
eleven won the western championship
; this season with the aid of Robert
j Zuppke, a coacb who never played in !
I a game. Zuppke graduated from the
| University of Wisconsin without even 1
| winning his "W."
I When a student at Madison, Zuppke
j showed his football brains by watch
ling the Varsity from the aide lines
land storing his inind with improv.e-
J ments in the work of the eleven, by
j which its efficiency might be increased.
Finally, he mustered up courage lo
impart several of them to the head
coach, who was sufficiently broad
minded to see the good in them: after
that, Zuppke's advice • was freely
sought in tactical matters.
After graduation he went to Muske
gon and coached the team there into
, the championship. His work was so
| good that oak Park High School, in
j Chicago, offered him a position at a
j good salary. He developed a joke
team into a worldbeater among high
1 school elevens. Zuppke taught Ghee,
jthe Dartmouth quarterback, the rudi-
I ments of football, lie taught Pele 1
Russell, the Chicago Quarterback. He
I turned out Macomber, one of the best
| halfbacks in the West, and lie turned
I out a score of others who since have
! made their marks in college football.
! There were some among the Il
linois' athletic authorities who were
against giving Zuppke the job. on the
ground that he never had played on
ja big college eleven. But the major
ity favored Zuppke's apointment.
In his first speech to his new \
! charges Zuppke said:
I "Boys, we will have a motto, and 1
jthat motto shall be, 'We don't get |
hurt.' And, in the second place, we
will play along the theory that there
! isn't a football eleven in the world
itliat can heat us. In the third place,
boys, when you go against a team that
•outweighs you, don't worry. Use your
! brains. Where brawn and bulk are
| lacking, brains will turn the trick."
