annual convention of the American
Association of Woolen and Worsted
Manufacturers at Delmonico's Richard
A. Strong, the retiring president, urged
the members to push the campaign
for popularizing "Made-in-America"
fabrics. Mr. Strong said that the
manufacturers present could, if they
would, greatly influence public senti
ment In favor of domestic goods.
The advisability of woolen manu
facturers supporting for another year
the textile associations for the detec
tion and prevention or undervaluations
and incorrect classifications on im
ported fabrics was discussed at length.
Joseph Grundy said that the work per
formed by the bureau was of the
utmost importance to domestic manu
facturers and should be strongly sup
ported.

lington estate, was arrested yesterday
Upon a complaint filed by the State
Livestock Sanitary Board and charged
with a violation of Section 33 of the
Act of July 22, 1913, which requires
pasteurization of skim milk and sepa
rator "slop" beforo returntng to farm
ers for feeding to calves or swine.
Up to lust Saturday the work of
the State Livestock Sanitary Board in
eliminating foot anil mouth disease
had progressed so favorably that it
was anticipated Chester counts' could

three new cases of infection in large
herils. This history of these oases is
said to indicate that the infection was
caused by feeding raw skimmed millc
| which had been obtained from Mr.
jViartin. Several calves on other farms,

symptoms and it Is feared that addi
tional cases may develop.
John M. Clayton, a farmer and cat
tle dealer of Rising Sun, MO., was also
arrested at West Chester, at the in
stance of an agent of the board. Last
February Mr. Clayton held a sale of
cattle in Maryland at which a number
of Pennsylvania farmers purchased
cattle, it Is charged that Mr. Clayton
subsequently delivered some of the
cattle to the farms of the purchasers
in Pennsylvania without being accom
panied by a certificate of health and
tuberculin test chart as required by
the Pennsylvania act of assembly.

for appearance at the January term
of court in West Chester.

new militia act is working well, even
though it bus been in operation for
a short period, according to Com
mander F. B. Bassett, Jr., chief of the
Naval Militia Bureau in his annual
report to-day. On the whole, he says,
the naval militia increased in num
bers during t'#e past year for while
several divisions were disbanded a
number were organized and the in
crease is expected to be even moro
marked during the coming year ow
ing to the enthusiasm and interest
aroused by the passage of the act.
lie recommends also that some of
the old battleships now in reserve bo
assigned to a naval militia of certain
States, the reserve officers and men
on the ships to remain aboard while
tljey are also occupied by the militia.
The plan is for the Illinois to be taken
to Brooklyn for use by the Second
Battalion of the New York Naval Mili
tia; the Maine to New York for the
use of the First Battalion of the New
Jersey Militia, and the First Battalion
of the New York Militia; the Alabama
to be taken to Boston for the use of
the Massachusetts Naval Militia, and
the Kentucky to be moored in the
Delaware river for the use of the
Second Battalion New Jersey Naval
Militia and the First Battalion, Penn
sylvania Militia.

Our Ships, Says Blue

Washington, D. C., Deo. —Con
siderable comment is being made on
the annual report of Rear Admiral
Victor Blue, chief of the Bureau of
Navigation, made public by Secretary
of the Navy Daniels. Citing the Mexi
can situation as an instance that
strongly Illustrates the shortage of
officers and men in the navy, he de
clared that the situation, if not so seri
ous, would be ludicrous. The Mexican
crisis created an emergency which
made great demands upon the com
missioned personnel. It particularly
Illustrated the shortage of men com
pared with the number of ships we
possess, said the report. Practically
all officers on ships In Mexican waters,
with the exception of heads of depart*
ments. were in the grade of ensign,
and almost half of the heads of de
partments were lieutenants.
