New York. Nov. 30. The bond mar
ket opened dull and listless on the New
York Stock Exchange to-day, the first
full day of trading of any sort since
the Exchange was closed on July 30.
Unusual Interest was manifested
among brokers who thought the two
hour session of Saturday did not afford
J full test of conditions and feared

I liquidate by foreign holders.
Nothing of this sort developed dur
ing the first quarter hour of trading.
J*or a full minute after the opening
the ticker remained silent. Five min
utes after the opening gong only nine
bonds, with a face value of $9,000, had
been sold. The market appeared to be
in a state of stagnation.
United States Steel 6s rose one-eighth
to 90V; Southern Pacific Convertible 4s
and Distillers' Securities oc were oft
one-eighth, selling at 80% and 55ft. re
spectively; Westinghouse Convertibles
declined three points and Central Pa
cific 4s declined 3ft points.
All fears of a flood of liquidation
from abroad seemed to vanish within
the first quarter of an hour. Indica

PHILADELPHIA EXCHANGE OPENS

Philadelphia, Nov. 30. The Philadel
phia Stock Exchange opened this morn
ing for the first time since July 30.
There was no suggestion of disturbed
or excited conditions, and price changes
for the most part were small. The first
sale was twenty-five shares of Pennsyl
vania Railroad stock at 52'/4, against
53 July 30. The next sale was 115
shares Philadelnhia Electric stock at
23',i, against 21»fc July 30. This waß
followed by 100 shares of Philadelphia
Rapid Transit at 11, against 12% when
the market closed.
COFFEE EXCHANGE REOPENS

Doubt as to Effectiveness of Com
promise Measure Is
Raised
Notwithstanding the introduction of
an ordinance In Council for the crea
tion of a city forester there is still
much doubt aniong the friends of the
shade trees us to the effectiveness of
the compromise measure. It is point
ed out that the ordinance empowers
the proposed forester to do more arbi
trary things than the law of 1907 gives
to the shade tree commission. Among
other things it is suggested that tho
ordinance provides no safeguard as to
the quality, experience or proficiency
of the man to be appointed under that
ordinance.
Those who strongly favor the ac
ceptance of the act of 1907, providing
for the shade tree commission, ara
still of the opinion that the operation
of the law will impose no hardship
which will not be imposed by the pro
posed ordinance. City Commissioner
Taylor has been asked by J. Horace
McFarland, president of the American
Civic Association, to postpone action
on the ordinance until the matter can
be further considered with a view to
correcting any false impression as to
the operation of the shade tree com
mission law.
UNiused Granite Blocks
to Guard Against Ice
Many of those who walked along
the River Front yesterday wore sur
prised at the apparent waste of good
building material in a conslderablo
number of granite blocks rejected in
the rebuilding of the Post Office In
Federal Square. These blocks have
been thrown over the bank near Ma
clay street and would constitute a
very effective barrier for the Ice at the
unprotected end of the river wall at
Front and Maclay streets. This end
of the wall is at a point where the
current is swiftest at high water and
unless there is some protection there
is almost certain to be damage by the
Ice during the winter.
