CITY IMPROVEMENT
WORK INSPECTED B¥
CONSULTANT FUERTES
Engineering Expert For Board of
Public Works Is Here
All Day
WENT OVER ALL THE BIG JOBS
Meeting Called For This After
noon ; Falling Waters Per
mit Resumption
All the city's public improvement
Jobs including the river wall, the dam
and the Paxton creek, were inspected
to-day by James H. Fuertes, the con
sulting engineer of the Board of
Public Works in Company with J. D.
Justin, the principal assistant en
gineer.
The visit, it was said at the office
of the Board, was largely in the na
ture of a midsummer inspection tour
and after his trip over the various
operations. Mr. Fuertes expected to
meet with the Board of Public Works
at a special meeting scheduled for
this afternoon.
Several matters of importance were
on the program for discussion, it was
said, and among these are the un
satisfactory river foundations in the
line of way ofe the river dam, the
question of the interruption of the
creek improvement work at State
street to nermit the passage of the
water mains to the Hill section, and
some matters pertaining to the river
wall and step construction.
Contractors on all the jobs have
practically recovered from the tem
porary effects of the heavy rains of
last week and work was resumed on
all the operations this* morning. The
waters in the vicinity of Hamilton
street which had delayed Stucker
Brothers for a brief space have re
ceeded to such an extent as to make
it readily possible for a resumption of
work to-day. The work on the dam
was being rushed to-day hy contractor
F. N. Skene in order to make up for
the delay of Saturday while on Paxton
creek the entire force of the West
Construction company was able to get
down to business again. High water
had delayed the game and worked a
little damage to machinery Friday
night and Saturday morning.

broke up the game and arrested five
of the palyers.
They gave their names as, J. A.
Kalbaugh, Samuel Davis, James
Po'lndexter, James Walker aand Allie
Johnson. Mayor John K. Royal im
posed a fine of three dollars each on
the crap shooters this afternoon and
let them go.
Germans Electrocuted
During Rush on Forts at
Liege; Mounds of Dead
Paris, Aug. 24, 9.30 a. m. The
Petit Journal publishes the following
details of the fighting around Liege,
obtained by information from a Bel
gian officer:
"German troops rushed on the
barbed wire defenses before the forts
of Liege in the darkness of night. A
very strong current of electricity was
being maintained in these wires and
as a result the first ranks of the Ger
mans were electrocuted.
"Unchecked, the assailants followed
inmasses, but they were blinded by
the glare of powerful searchlights.
They hesitated and started to retire.
At that moment a heavy fire of rifles
and artillery was concentrated on the
mass of German troops and they were
cut to pieces. The mass of bodies
formed a mound, in some places many
feet high.
"To drown out the groans of the
wounded, the German bugles sounded
martial airs and the troops still alive
united in cheering.
"Near one fort two columns of Ger
mans, blinded by the glare of Belgian
searchlights, attacked each other.
This incident was seen from the fort.
When one side seemed to have the
better of the struggle, the Belgian of
ficer goes on to say, our artillery fired

Cable Between China and
Japan Is Reported Cat
By Associated Press
Tokio, Aug. 24. Communication
between Japan and China has been
severed for twenty-fnur hours. Except
for the nexr meager news that has
reached here from New York the en
tire country is kept in the dark re
garding the progress of the war in
Europe.
It is believed that the cable between
Shanghai and Nagasaki has been cut.
The officers of the army and navy are
absolutely sphinx-like regarding the
progress of events in the China sea.
Everything is quiet here, the attitude
of the public appearing almost indif
ferent.
