Decline in New Haven
Was Week's Feature
Latest Turn in Mexican Situation Ignored Because of More
Important Factors
By Associated Press
New York, July 18. Liquidation
and resultant weakness prevailed dur
ing the greater part of the week. The
decline of New Haven to the lowest
price in Its history was followed by
similar movements, mainly in minor
railway shares, whose financial em
barrassments are more or less well
known.
Court decisions favoring Union Pa
cific common shareholders as iigainst
shareholders of the preferred stock. Im
parted stability to the Harrlmans, but
provoked considerable weakness In Bal
timore and Ohio's, which comprise all
but 3 per cent, of the Union Pacific
"extra dividend." Much of the selling
of Baltimore and Ohio issues appeared
to be for foreign accounts. London and
the Continent were heavy sellers here
on the week.
The latest turn In the Mexican situa
tion was ignored because of other more
immediate factors which press for so
lution. Continued delay in the an
nouncement of the Interstate Commerce
Commission's decision affecting the East
ern railroads was among the chief re
straining influences. Crop advices were
mainly favorable, except for some de
terioration in the Northwest.
Gold exports appeared to have ceased
and money rates remain relatively easy,
with a slightly better tone for com
mercial paper. Local banks are ex
pected to repair the drain incurred by
midyear Interest and dividend pay
ments.
I Conditions in the steel industry are
again somewhat confused, but the trend
Is towards betterment. Demand for
copper metal is variable, with irregu
larity of prices.

CAMP IT SEUIDOVE
Third Brigade Maneuvers This
Year Will Be Under Supervis
ion of U. S. Army Officer
Special to The Telegraph
Selinsgrove, Pa., July 18.—Advance
details of the various commands mak
ing up the Third Brigade had all can
vas stretched and everything in readi
ness when the main forces arrived last
night and early this morning. This
year the encampment will be under the
direct charge and supervision of reg
ular army officers. Colonel William
A. Mann, U. S. A., has been detailed
as camp commander. However, Brig
adier General Charles M. Clement, of
Sunbury, will have charge of the
troops and direct the active maneuvers
of the citizen soldiers.
The Governor's Troop, of Harrisburg,
under command of Captain Jack, ar
rived here this morning and imme
diately went to their quarters, which
are located on high ground.
This morning the Camp of Instruc
tion, as it is known, was formally
opened. The flag was run to the tip of
the flagpole in front of brigade head
quarters while the Ninth Regiment
Band played the "Star Spangled Ban
ner." The lack of form in opening;
camp gave the men a hint of the fact
that the camp this year is to be one of
real hard work. Heretofore, the troops
were paraded in front of headquarters
and several hours were taken up with
the formality of raising the flag.
Governor Tener and his staff will
he here to review the troops on Wed
nesday, July 22. On that day the vari
ous commands will also be inspected.
To-morrow at 4 p. m. a review will be
tendered the camp commanders.
