a Bad Complexion
Beauty devotees are enthusiastic over
the beautifying qualities of mercollzed
wax. Nothing discovered within recent
years accomplishes so much, so quickly,
without harm, at such small expense.
The principal reason for its wonderful
merit is that it works in harmony with
physiological laws. Instead of hiding
complexion defects, it removes them It
actually takes oft the aged, faded, sal
low freckled or blotchy cuticle, gently,

Brumbaugh's ability, his qualifications
as executive and administrator .and his
loyalty and resistless energy in any
service he assumes. Aloreover, it is a
gratifying endorsement of the good
judgment and good luck of the Repub
licans of the State in securing as can
umate for Governor a man of his
or.
"Dndop Brumbaugh should receive
the vote of every Republican In Penn
sylvania! moreover, he In entitled to the
unqualltted support of every Indepen
dent. whether enrolled as Progressive.
Democrat, Washington or Keystone.
The Public Ledger Is gratified that
there IN this candidate to whom M can
give unreserved support, nnd rejoices
that the people of Pennsylvania have
the opportunity of selecting as Chief
Executive a man of such signal ability.
"Doctor Brumbaugh Is a native Penn-
through ancestors who have
been honorably Identified with this State
since early Colonial days and springs
from the pure German stock whose
achievements are inextricably woven in
the history of the Commonwealth and
whose record has ever been distin
guished for rugged honesty, strong in
tellectuality, resolute conviction and
ardent patriotism.
"His whole career has prepared him
for the higher duties he now seeks. As
a "boy he was a school superintendent
of his native county, Huntingdon,
where he won his spurs: even then,
though but 22, his reputation went be
yond the State, and Louisiana em
ployed him for three years in summer
to organize her system of Teachers'
Institutes.
"He then took the post-graduate
courses at the University of Pennsyl
vania and Harvard, received the de
gree of doctor of philosophy and was
invited to head the Department of
Pedagogy at the University of Penn
sylvania. He did this so well that
President McKlnley sent him to Porto
lUco to organize the educational sys
tem of the Island. Here his executive
and administrative ability again bore
fruitage, and he did his work so ad
mirably that President Roosevelt urged
him repeatedly to remain, but his
duties called him home.
"In 1906 he became the Superinten
dent of the Philadelphia Public Schools.
The extraordinary result achieved is
the living testimony of his unusual
talents and rare qualifications as ex
ecutive and administrator. He has had
here supervision over 5,000 trained em
ployes, 320 school biuldings, 382,000
school children and an annual expendi
ture of >8,000,000; after eight years his
Board of Kducation lays at his feet
the warmest testimonial which official
utterance can express, and an Imperial
city ardently endorses this generous
recognition.
"Doctor Brumbaugh's endorsement by
President TUden is deserved. He In

by his fellow superintendents to the
presidency of the Department of Cities
of over 20.000 Inhabitants in the Na
tional Educational Association .and at
every session of that important body
his leadership 1s everywhere recog
nized. His conspicuous services as a
member of the commission which reor
ganized the Philadelphia Public
Schools, consolidating Into one splendid
whole the forty-two separate organiza
tions, entitle him to the gratitude of
every friend of our schools; again in
the conversion of the State schools from
the cumbersome system of the late
eighties to the present modern organi
zation as created by our school code.
Doctor Brumbaugh performed Impor
tant services, and to his ability and
energy as organizer and administrator
this supremely important achievement
is largely due.
"Doctor Brumbaugh will contest tho
election with . ance McCormlck. the
Democratic nominee, and IJean Dewls,
the Washington candidate. Doctor
Lewis Is alao a pedagogue, but his
scholastic training his given him no
such experience as Doctor Brumbaugh;
he is a man of high ideals, but lacks
the poise, Judgment, sound common
sense and administrative and execu
tive experience which are so conspicu
ously found In Doctor Brumbaugh.
Mr. Vance McCormlck is likewise a
man of line character and high
ideals, but the revelations of his ex
travagant expenditures in his pri
mary campaign have produced a dis
tinct shock and he certainly falls
to measure up to the intellectual and
executive attainments of Doctor Brum
baugh. Moreover, he is running as a
Democrat, the avowed defender and
supporter of the false economic, in
dustrial and tariff doctrines of the
present Administration, and his elec
tion would be justly construed as a
vindication of the present destructive
business policy and a confession that
Pennsylvania endorsed the blundering
attacks on business and industry
which have been such lamentable fea
| tures of the present Congress.
"Doctor Brumbaugh typifies all the
characteristics and attributes which
should distinguish the Chief Executive
of tills great Commonwealth. He has
scholarly attainments, platform power,
he Is acquainted by actual contact
with every grade of our complicated
cltizenahlp; he has courage, <polse,
breadth of Judgment, administrative
experience and executive ability of the
highest order; his natural bent has
always been toward social, Industrial
and economic progress; he Is not
tainted with factional politics; he has
the courage of his convictions; he has
moral strength and the broadest in
tellectual culture. As Governor he will
be his own man In every sense of the
word, and the brilliancy of his record
as Chief Executive will reflect honor
and credit upon every citizen of the
State."

TREAT POORHBUSE
SICK LIKE DOGS
[Continued From First Page]
Did they treat you bad at the alms
house?"
"Like a dog," replied Cerlbuoni, In
Italian.
According to a charity worker, who
requested that his name be withheld,
Ceribuoni's treatment is not excep
tional. Vermin are familiars to the
bedding In the tuberculosis ward, if
not in any other. A patient recently
removed from the institution was cov
ered with them.
Barber "Hadn't Seen Anything"
Spencer F. Barber, who was ap
pointed warden at the almshouse when
the Republican Board of Poor Di
rectors was superseded by the present
Democratic board last January, when
he read the above affidavit this morn
ing said that he did not believe con
ditions were that bad at the alms
house and that he had not found any
filth or vermin in the tuberculosis
ward. "I go through there every day,"
he said, "and have never seen any
thing such as described here."
Swarms of Bedbugs
When Parialo's accusation was rend
to John P. Guyer, clerk of the poor
board, he said that efforts are being
made to rid the Institution of vermin.
"Conditions were very bad when we
took charge," he said, "and we have
been making an effort to improve
them." But friends of the dying man
who to-day is in the Pennsylvania
Hospital at Philadelphia think that
the bedbugs must be clever to survive
persistent efforts in such swarms. Mr.
Guyer also said that the same attend
ants are employed there who have
been there for the past several years.
According to Guyer's statement, the
responsibility for the unhealthful and
unsanitary conditions at the almshouse
lie with the management of that In
stitution. The only changes made In
the management is at the top, said
Guyer, all the nurses and help having
been on the payrolls for several years,
so the fault can lie nowhere but In
the directing body and stewardship.
