Surface condi tions tended to promote a more cheer ful feeling In the securities market this week, and In consequence there was an upward movement In stocks. The slow, cautious manner In which quotations were raised gave a fair representation of the extent of change In sentiment. Speculators were hopeful, but cautious. So far as the news went, It was mainly encouraging; nevertheless none of the important questions overhanging the market was disposed of definitely. The satisfactory progress of Mexican affairs, the undlminshed prospects for recordbreaking crops, and expectations of an early decision in the freight rates case all helped the market. Advices from the steel trade were less pessimis tic. General business conditions, however, were as backward as heretofore. It was thought probable that speculation would be under restraint until at least some of the more pressing problems now confronting the market were set tled. Foreign exchange rose to the highest more than four years, und 3,000,000 more gold was engaged for shipment to Europe.
