I FREIGHT RATES CASE INFLUENCES MARKETS Speculation Slow and Price Movements Narrow Except at Periods in Wall Street During Week By Associated t'rcss New York, Feb. 21.—The freight rates case was the main influence in the stock market this week. Specula tion was slow and price movements were narrow except at periods when the market was responding to news regarding the probable course of ac tion by the Interstate Commerce Com mission. Suspension of the -1 per cent, advance of Eastern freight rates until September 12 gave stocks a severe set back at the opening of the week, but when it became known that President Wilson desired an early settlement of the case, and that the commerce com mission expected to make its decision within three months, the market rose sharply. Except for the freight rate case there were no important changes in the speculative situation. Further slow improvement waa indicated in the chief industries, which was re flected in *_> ie good demand for stocks of steel and steel products companies.
