INSTRUCTIONS TO COMMITTERS.
1. The Committees will have to exrrcise
discretionary power and withhold the premi
ums if the article exhibited is not worthy of
a premium.
2. The Committee on Discretionary pre
miums will uward such premiums as they
may think proper, on articles not provided for
in the general schedule.
3. The members of lite various Commii
lees. wil' make it a point to he on the ground
aa early as possible, on the second day—nor
later than 10 o'cloek, at which time their
names will be called from the stand, and they
will be expected to proreed to business.
4. The Chairmen of the different commit
tees are requested to hand in their reports as
I'he premiums will be awarded by the Pres
ident at 3,* p. tn.
REGULATIONS.
1. All articles for competition must be on
the ground by to o'clock, u. m., and at II
o'clock thecommittee will proreed to to ex
amine and award the premiums.
2. All articles exhibited must remain on the
ground until 4 o 'clock, p. m., and on all oc
casions will he returned to the exhibitor, un
less otheru ise directed.
3. CAVIWN.— AII articles exhibited,
whether eatables or not, must be respected
as private property; and any person delected
in purloining or injuring them, will be dealt
with according to law.
4. All articles offered for competilion must
be owned by the competitors, all fruits, veg
etables, flowets, &e., must be the growth ol
the competitors, and all manufactured arti
cles must have been made by the competi
tors.
Every competitor for premiums must be a
resident of Colombia county. But persons
from oilier counties may have Ihe privilege
of bringing articles on exhibition, on the
payment of an ertrance fee ot Fifty Cents.

eral co-operation of the people of the whole
county, the Society has issued a number of

The certificate not only conslitules the
owner a member of the Columbia county Ag
ricultural Society, for one year, but it entitles
himself nnd family to attend the fair without
extra charges, and further allows him a priv
ilege of bringing such articles on exhibition
as he may choose, without any further pay

This opportunity, however, will only con
tinue up to the Jsth of October. Those not
embracing it anterior to that dale, will be re

tion, proposing certain amendments to the
Constitution ol this Commonwealth, has been
agreed to by a majority of the members
elected to each House ol the Legislature, at
two successive terms of the same, and that
it is provided hy ihe Constitution, that any
ametidment so agreed upon, shall be sub
mitted to the people for their approval or re
jection. Therefore, for the purpose of ascer
taining the sense of Ihe citizens of ibis Com

give notice mid proclaim to Ihe qualified

districts therein, on the seeond Tuesday of
October, A. D. 1857, lor the purpose of deci
ding upon ihe adoption or rejection ol the
said amendments, or any of them; which
said election shall be held at the places, and
opened and closed at the lime at and within
which the General Elections of this Com
monwealth are held, opened and closed; and
it shall be the duty of the Judges, Inspectors

tickets either written or printed, or partly
