sembly of the Commonwealth of Penn
sylvania,

The general election to be opened between
the hours of 8 and 10 o'clock in the fore
noon, and shall continue without interrup
tion or adjournment unlit 7 o'clock in the
evening, w hen the polls shall be closed.
In pursuance of an Act of the General
Assembly of the Commonwealth of Penn
sylvania, entitled "An Act relating to the
electinus of this Commonwealth, ' passed
the second day of July A. D. 1839, notice is
hereby given :
"That no person shall be permitted to
vote at any election as aforesaid, other than
a while Iree man of the age of twenty-one
years or more, who shall have resided with
in the State at least one year, and in the
election district where be ofTers to vote at
least ten days immediately proceeding such
election, and within two years paid a stale
or county tax, which shall have been asses
sed at least ten days before the election. But
a citizen of the United States, who had been
previously a qualified voter of this stae, and
removed therefrom and returned, and who
shall have resided in the election district,
and paid tax as aforesaid, shall be entitled to
a vole after residing in this State six months :
provided, '.hat the white freeman citizens of
the United States, between ihe ages of twen
ly-one and twerty two years, and having re
sided in this state one year, and in the elec
tion district ton days aforesaid, shall be en
titled to vote, although they shall uot have
paid taxes.
''No person shall be permitted to vote
whose name is not contained in the list of
taxable inhabitants furnished by the Com
missioners as aferesaid unless first he pro
duces a receipt foi the payment within two
years, ot a slate or county tax assessed
agreeably to the constitution and give satis
factory evidence, either ia his own oath, or
affirmation of another, that he has paid such
a tax, or on failure to produce a receipt,
shall make oath to the payment thereof; or,
second, it he claims a right to vote by being
an elector between the ages of twenty-one
and twenty-two years, he shall depose, on
oath or affirmation, that he has resided in
the state at least one year next before his ap
plication, and make such proof of residence
in his district as is required by this act, and
that he does verily believe from ihe account
given him thai he is of the age aforesaid,
and give such other evidence as is required
by this act whereupon the name of the per
son so admitted to vole shall b9 inserted in
the alphebetical list by the inspectors, and a
note made opposite thereto by writing the
word "tax" if he shall be admitted to vote
by reason of having paid a tax, or the word
"age," if he shall be admitted to vote on ac
count of hia age, and in oither case the rea
son ef such vote shall be called out to the 1
clerks, who shall mark it in the list of voters
kept by them.
''ln all cases where the natre of the per
son claiming to vote is not found on the list
furnished by the commissioners and assess
ors, of his right to vote, whether found there
on or not, is objected to by any qualified cit
izens, it shall be the duty of the inspectors,
to examine such person on oath as to his
qualifications, and if he claims to have resi
ded within the state for one year or more,
his oath shall be sufficient proof thereof, but
he shall make proof by at least one compe
tent witness, who shall be a qualified elect
or, that he has resided within the district for
more than ten days next immediately pro
ceeding said election, and shall also himself
swear that his bona Add residence, in pursu
ance of his lawrul calling, is within the dis
trict and that he did not remove in the said
district for the purpose of voting therein.
''Every person Qualified as aforesaid, and
who shall make due proof if required, of
residen.ce and payment of taxes, as afore
said, shall be permitted to vote in the town
ship, ward, or district in whioh he shall re
side.
"If any person shall prevent or attempt to
prevent any offioer of an election ander this
act from holding such election, or use or
threaten any violence to any such officer or
shall interrupt or improperly interfere with
him in the execution of hrs duty, or shall
block up or attempt to block the window or
avenue to any window where the same may
be holden, or shall riotontly disturb the
peace at such election or shell use or prac
tice any intimidation, threats, force or vio
lence, With design to influence unduly over
awe any elector, or to prevent him tram vo
ting, or to restrain the freedom of choice,
sueh person on conviction shall be fioed in
any sum not exceeding Ave hundred dol
lars and be imprisoned for any time not less
that one or more than twelve months. And
if it shall be shown to the court where the
trial of such ofTence shall be had that the
person so offending was not a resident ef the
city, ward, jistrict, or township, where the
said offence was committed anu not entitled
to a vote therein, then on conviction, he
shalkbe sentenced to pay a fine of not less
than one hundred dollars, and be imprisoned
not less than six months nor more tuau two
years.
"If any person or persons shall make any
bet or wager upon tbe result of any election
within this Commonwealth, or shall offer to
make any such but or wager, either by ver
bal proclamation thereof, or by any written
or printed advertisement, challenge ot invite
any person or persons to make such bet or
wager, upon conviction thereof he or they
shall turieil and pay three limes tbe amount
so bet or offered to be bet."
1 also make known and give notice as in
and by the 13tb section of the aforesaid act
lam directed, "that every person except
justice of the peace, who shall hold any of
lice or appointment of profit or trust under
the Uuked Slates, or of this Stale, or of any
city or incorporated district, whether a com
missioned officer or otherwise, a subordi
uaie officer or agent, who is, or shall be em
ployed under the legislative, judiciary, or ex
ecutive department of this Stale or United
States, or any city or incorporated district;
and also, that every member of Congress,
and of the State Legislature, and of the se
lect or common council of any city, or com
missioners of any incorporated district, is by
law incapable of holding or exercising at the
same time, the office or appointment of
Judge, Inspector, or Clerk of any election ot
this Commonwealth, and that no Inspector
or Judge or any other officers of any such
election, shall be eligible to any office then
to be voted for."
And by the same act of Assembly it is al
so made "the duly of every Mayor, Sheriff,
Deputy Sheriff, Alderman, Justice of the
Peace, Constable or Deputy Constable, of
every city, county, township or district with
in this Commonwealth, whenever called up
on by an officer of an election, or by llireo
3ualtfied electors thereof, to clear any win
ow or avenue to any wimlow of Uie place
of Geueral Election, which shall be obstruct
ed in such a way as to prevent voters from
approaching the samb ; and it shall be the
duty of the respective Constable of such
ward, district or township, within this Com
monwealth, to be present in person or by
deputy, al the place of holding such Elec
tions, in such ward, district or township, for
the purpose of preserving the peace as afore
said."
Pursuant to the provisions contained in the
76th section of the act aforesaid, the Judges
ot the aforesaid district shall respectively
lake charge of the certificate or return of the
election of their respective districts, and
produce them at a meeting of one Judge
from each distiict of Columbia cointy, at
the Court House in Bloomsburg, on the
third day after the election being the present
year oil Friday the 17th day of October next,
then and there to do and perform the duties
required by law of said Judges. Also, that
wdiere a Judge by sickness or uuavoiduble
accident is unable to attend said meeting of
Judges, then the certiffictate or return afore
said shall be taken charge of b]f one of the
Inspectors or Clerks of the election of said
district, who shall do and perlbrm the duties
required of said Judges unable to attend.
The Return Judges of the Representative
District composed of the counties of Colum
bia and Montour, will meet at the Court
House in Bloomsburg, on Tuesday the 21st
of October next, to perform those duties en
joined by law upon the said Judges.

District will meet at the Court house in
Bloomsburg on Tuesday the 21st day of Oc
tober to discharge the duties required of
them by law.

SIR :—The aot passed lite tenth day of
April, 1835, authorizing the graduation and
valuation of the nnpalented lands in this
Commonwealth, by the Commissioners of
the several counties, and which has been
extended from time to time by supplemen
ary acts, expires on the tenth day of De
cember, 1851 (see Pamphlet Laws, 1849,
pago 38,) after whjch time no abatement of
any interest can be made on the purchase
money due on such lands. 1 have, there
fore conceived it to he my doty to give this
nonce to all the County Surveyors. You
will take such measures as you may deem
proper to circulate this fact, in order that
those interested may avail themselves ol
the benefit of a law which favors tlioso who
own unpatented lands very much.
There is no appropriation made to defray
the expenses of publishing this notice in the
different counties, or else! should have ta
ken that method of giving notice in the news

Rambles and Sketches —By Rev. J. T. Head
ley. We have not for a long time sat down
to a book with more pleasing anticipations,
or found those anticipations more fully re
alized, than iu the perusal of the work be
fore us, and we know it will be hailed with
gratification by the many admirers of the
talented author. His "Napoleon and his
Marshals" was, perhaps, as popular and
found at least as many enthusiastic readers
as any book that can be mentioned. Wa
think the Rambles and Sketches are des
tined to be as popular at least as any of his
previously published works. There is not a
dull chapter in the work, filled as it is with
"an infinite variety." The author has am
ple room and verge enough for the employ
ment of his fine talents to great advantage,
and most successfully has he accomplished
the task. The biographical sketch of the
author is interesting and "well considered,"
and adds much to the value of tha book,
which is got up in a very neat and attractive

Mr, Headley ia one of themnst promising wri
ters of (his countiv, and we have here one of his
Wat books—oi.e on which he can safely rest his
fame. It possesses the unfatiguing charms or Am
perfect simplicity and truth. There is graceful
frankness pervading the composition, whicb en
gages the interest of the reader in the author as
well as in the subject. His rumbles about Rome,
Paris and London exhibit a thousand traits of an
ingenuous natute, upon which a man of tasto
! will dolight to linger. We predict for this a
sale equal to that of any of the author's works,
