negroes is notorious. Wo havo in I ho
army of tho United States less than 80,000
then of tho colored rate ; but tto are to
day supporting 700,000 of those who
claim to bo their relatives. Tho relatives
of the colored troops aTo very numerous.
In the last two years &11 thq prooluma
tions of Mr. Lincoln have been about tho
negro. Each bill in Congress is tho samo.
They passed a bill at the" list' session, and
Lincoln approved it, giving the coloied
widows advantages ovorthe whito widows
in tho matter of pensions'.' A- white wo

of a soldier may make oath that she was
legally married, but that it is impossible
to procure a marriago cerliGcate. She
may have been married in the South, and
now- shut out'from all means of piocuriug
the required proof;- Without it she can
draw no pension".
In the case of a whito woman the mar
riacd certificate is indispensably necessary.
But let a negro woman who is the widow
of a oolored soldier apply for a pension
and mako oath that sbo was married to
him, and her pension is ready for her
without the certitioalo. But this is not all.

man. So it was in other Statee. Tho
last Congress, howsver, passed a law mak
ing tho negro a competent witnes's and al
lowing hira to testify. So loo, wo did
not permit a man to testify in court who
was an athoist and did not believe in tho
existence of a God. II a' man catno in
court as a witness and wss asked, "Do
you believe in the ozislanco of a God?'
and ho should reply "no," ibe answer of
the law was, turn him out; he lias no right
to be a witness bore. But if you ask a
negro the question now, tho attorney
btands up and says, "you have no right 10
question him in regard to that ; tbo law of
Congress has made him a competent wit
ness and boyond it you cannot go."
When thoy first employed the negro in the
army as a soldier, they said his service
wore not as valuable as the white man's
und his pay was Gzcd at a less figure I
think at ten dollars per month. But at
the last session of Congress a law w.u
passed making bis pay equal to that of a
whiU toldior and dating that pay buck to
the period ol enlistment
Whilo I havo served in the Senate of
the United States and in tbo House of
Representatives, when men wero arrested
iu my own State of Illinois and inoarcar-
atcd in bastiles, I endcavorod to induce
those bodies to have a committee of inves
tigation appointed upon thoir cases ; but
they said no, and refused me. And yet if
a negro was incarcerated in the Washing
ton jail, committees of investigation were
immediatbly appointed to know why tho
negro had been placed there.
Tbey have rail cars in the streets of
Washington, horso cars, 1 bolievo they
call them, and some are labelled "for col
ored peoplo." Those are the oars for tho
negroes. But one day a negro jumped
aboard upon one side of a white man's car,
and tho conduotor very promptly jumped
him off tho other side. And immediately
resolution after resolution was introduced
in GongrefS to know why that negro was
put off the cars. Laughter
But I was never able to get a resolu
tion passed asking why a white man was
iuoarcerated lu a Government bastile. A
senator happening to remark that it was
but a few days previous to that be wit put
off the cars, Mr. Sumner replied that it i
was of less importance that tho whole Sen
ate of tho United States should he put off
the oars than that n tingle negro he no
treated. Laughter. Why in the day
of my ambition wheu I looked upon a
