1 fW'K C01.U.MA DEMOCRAT ui.T..b uy levi l. tatu, rnorntETOR SATURDAY MORNING, JANUARY 31, 1B63. Hou. Clomont L. Vallandigliam. The Great Speech of the Hon C, L, Vullundigham, on the War, To tlio exclusion of our Usual variety of reading mattcr,we publish with profound satisfaction in this morning's Columbia Democrat, tho tlirilling Speech of Mr. ltcpresentativo Vallandiuham, of Ohio, bn tho War, recently delivered in the National House of Representatives. Wo aro quite euro wo could not publish any thing more valiiablo or interesting than this powerful speech, ono of tho ablest ever dolivcrcd in tlio Halls of Congress, fcven in its palmiest days of its intellectual glory. It is a speech which would add to Iho fame of a Clay, or a Webster, or a Burke, or a Chatham. In stylo, it is worthy of Mao.iulay's Cnest composition. It is a speech that ought to bo read by every citizen of tho United States, and especially by thoo who have been opposed to Mr. VAr.LANUtaiiAM. They will dis bovor iu it a foreo of reasoning, a richness of historical illustration and depth of patrN otism, that thoy cannot but recognize and admire in the fullest tens. This speech must produce a great effect upon public opinion and do much towards closing the war or concluding an armistice Blackcroelc and Eoavor Valley Teachers Institute. The Teachers and citizens of tho two above named townships, of Columbia and Luzurnc counties, conjointly, met on Sat urday last, January 1M, 18G3, and organ ized tho IJlackcreck and Leaver Valley Teacher's Institute; The exercises were opened by singing a Hymn. The subject-! before the Institute, were ably diseu'scd by the respective Teachers in attendance and imparted much interest. Officers were then elected, vis : T. N. Smith, President; 11. A neV Term commenced on last Tucday. . CiC EST Col. Levi L. Tale, of tho Columbia Democrat, will soon havo as high a renu nation ii a it-it as ho has already as a pro found stalCMiiau. In liis last paper he says, "Tho President speaks of our For eign Relations im-aiiiug, wo (.oppose, his wife's relatives in the rebel service." No one would discover that vein in the Col onel's sober countenance. Someone asks him why the F.spvcss company refused to take packages to tho soldiers? adding, "would it have been so if hu was a uig. ger!" To vhioh the Colonel gravely re plies, "It is iu koi'piug with the general fionduct of this African Administration I" Tho Col., no doubt, calls himself a loyal uvm like all the iect ol tns party. Record if the Times. "Loyal," of courrc, every time, Bilhj minor. Not the loyalty you have placed upon tho recoid , in your labored efforts tho past two years, by inciting insurrection amongst the c'uizons of Wilkesbarre. Nov is it that kind of loualty, which induced you last Fall, to denounce Col. Wright as disloyal, for favoring tho Democratic poi iov, (when ho wanted the nomination for Congress,) and now (that ho has been left out iu the cold) and feels at liberty again to oppose Demooratio statesmen, has in duced this priuco of flunkeys to endorso liis lovaltv and patriotism. "Uirds ot a feather," &c. N. 13. Now Hilly, supposo you again maliciously assail tho fidelity of Hon. E. B. Chase, and when the Court honorably ocnuit him of any wrong in tho case, you moanly neglect to mako tho amenda lion- orublc. "Wo of this Administration cannot ca enpo history." Mraham Link-horn. Callicot, a professed Democrat of Brooklyn, sdd himsolf to tho republicans, and thoy havo elected him Speaker of tho Assembly. The treason of Calticot, is liko that of Cameron, Down with tho traitors, Why is it that thobam'o of Col. Wright, almost invariably, f.s to voting in Conascss, follows that of Vallandigliam ? Record of the Times, Because, Col. Wright never yet gavo a sonsiblo voto in Congress, except when ho voted with "Vallandioiiam." His consti tucnts so informed him at tho last Election. Had ho acted and voted uniformly, with Mr. Vallandigliam, ho might havo been re elected to Congress. Another ion tor Old Are. Yet with pain and regret wo record thoso deeds of valor, and those re peatedly desperate and determined charges, when wo reflect over tho wanton blood shed, and ihe great destruction of property, and find that nothing has boon cfl'ected to encourage our faithful soldiers, or to pro mote the cause of our country. Uut why is it that our largo army with sis huudred thousand rcinforcemeuts is repulsed, with such Bevcro loss, at every attempt I Tho doings iu tho city oi' Washington unfold ihe tale. Iu that great Metropolis lies tho Pan doras Hox, from Yhich escape our present national maladies. Tlio President's un constitutional Emancipation Proclamation tho removal of cautious and qualified Go:u niandcrs, aud tho appointing of careless and incompetent blunderers aro tho chief causes of the unfortunato disasters which wo aro repeatedly doomed to euduro. Why, sir, tho arrival of tlio nigger reting Proclamation spread a gloom, over nino-lcnth of tho wholo army, as dark as tho principles of Us author. There aro but very few men in the army who will admit that their object in joining it was to freo tho negro. Neither did tho President's Inaugural Addross, or his ap peals for troops appear to demand them for that cbouiised purposo, but it seems ho has chansod his opiuioii of lato, and in- ' voked thu inspiration of tho Almighty, by Iwhwhho now pretends to bo guided in I . He is tho only man iu whom tho soldicw re pose sufficient con'fidenco to oarry on tho war successfully. Tho narao of Burnside is soldom mentioned but by way of jest or derision, in connection with Fredericks burg. Ihe 84th, hko all tho other regiments, has since tho battlo of Fredericksburg, been bufily ongaged in constructing noat cd comfortable log cabins, or rather huts. Ono will naturally bo led to suppose, that tho days of Old Tippceanoo havo arrived, by taking a stroll through our Camp. What a lot of Presidential aspirants wo will havo after the war, if dwelling in a log cabin will bo considered a qualification I For tho material of theso Lillipation hou ses tho timber of Virginia had to suffer. Bails, tho soldiers principal firewood, aro celling very scarce, consequently tho mighty oak, King of tho forest, must yield to supply their placo. This part of Vir giuia docs not contain timber and rails enough to fchoo in one-fifteenth part of its area. Hence voii will perceive that if tho morit of being a good Rail Splitter should hereafter bo required to insure a candidato success to the Presidential chair the Old l omlnion isplaycd out." Col. S. M. Bowman, is still iu command of the 84th, and has proved himself a soldier and patriot, at tho battlo of Fredericks burg. He may havo enemies who strive to defame his well earned reputation as a military man, but none except a cowardly poltroon, and irresponsible slanderer will assail him, and such characters should be considered unworthy of notice Company D. is guarding tho commissary stores at Stoneman's Swith. Thoy all appear to like their duty. A. G. Thornton, formerly 1st Lieut, of Co. D., has beeu promoted to Captain of that Company, since the battlo of Fred ericksburg. This alone, speaks volumes for tho Captain's conduct during tho fight, moreover, ho has not an enemy in his Company ; neither is thoro a better discip lined Company in tho Regiment than his. His men obey him not because thoy fear him, but because they respect him. Few officers can boast of this qualification; 2nd Lieut. Hunter, from Philadelphia, now i fills tho former position of Capt.
